The Financial Data Utilization Promotion Association (FDUA) has launched a 'Generative AI Subcommittee' as part of its activities within the Anti-Fraud and Crime Working Group (WG). This initiative aims to collaboratively examine and create countermeasures against digital fraud, including phishing scams, across the industry.

[Background: Phishing Scams as an Expanding Social Issue] According to the monthly report by the Anti-Phishing Council, the number of phishing reports in November 2025 was 197,228, remaining at a high level. Numerous brands are being exploited, and the situation continues to impact user trust and experience. *1

Financial authorities have also continuously issued warnings regarding unauthorized access and transactions caused by authentication information stolen through phishing sites. *2

[Option for Defense with the Advent of Generative AI] In recent years, it has been pointed out that attackers' methods are becoming more sophisticated due to the use of generative AI. On the other hand, for defenders, generative AI has the potential to accelerate efforts in idea generation, prototyping, and educational awareness for self-defense, lowering the hurdles for implementation.

[Overview of FDUA Anti-Fraud and Crime WG Initiatives] The Anti-Fraud and Crime WG aims to enhance the level of countermeasures by sharing industry knowledge through study groups and subcommittee activities, with the goal of advancing data utilization in the financial crime prevention field.

We have newly launched the 'Generative AI Subcommittee,' which specifically examines the utilization and threats of generative AI in the financial crime prevention domain. As part of our previous efforts, we have also conducted study sessions and opinion exchange meetings in preparation for the subcommittee's launch.

[Tool Release] This WG has released a tool that supports phishing countermeasures using generative AI, with the aim of assisting member companies in their self-defense efforts. This tool is available to FDUA member companies.

The Anti-Fraud and Crime WG will continue to share knowledge among FDUA member companies and promote initiatives to minimize financial industry fraud and crime damage as an industry-wide effort.
