This seminar will feature a special session on "Partnership Building Methods for Solving Regional Issues," providing an easy-to-understand explanation based on actual field practices, covering everything from the "basics" of municipal sales to the "specifics" of public-private partnerships.

Background and Objectives of the "Public-Private Partnership Lab" Seminar
Amidst significant changes in the environment surrounding local governments—including declining tax revenues and increasing social security costs due to population decline and aging, diversification and sophistication of resident needs, and national initiatives for regional revitalization and SDGs—the importance of "public-private partnerships (PPP)," where local governments and private companies collaborate to provide public services, is growing.
On the other hand, sales to local governments differ significantly from those to private companies in terms of decision-making processes, budget cycles, and procurement rules, leading to many voices saying, "Even with a good service, it's difficult to get it adopted." This seminar was planned as a venue to jointly learn and gather information on how to collaborate to solve the "true challenges" faced by local governments, going beyond mere service proposals and sales activities.
Special Session: "Partnership Building Methods for Solving Regional Issues"
In this first session, the GDX secretariat will explain the "mechanisms" by which public-private partnerships become "self-sustaining," starting with an introduction to GDX's activities. Additionally, as a special session, we will systematically cover everything from the "basics" of municipal sales to the "specifics" of public-private partnerships.
First, as "basics," we will organize the organizational structure, decision-making processes, budget cycles, and procurement methods (general competitive bidding / designated competitive bidding / discretionary contract / proposal) of local governments. We will also specifically explain the "decisive differences" from sales to general companies, which are often overlooked, item by item.

Then, as "specifics," we will introduce the entire flow of how public-private partnerships "work," from interviews and proposals to local governments, to building and operating the project structure, and even expanding to other regions, based on actual examples. Starting with commissioned projects, we will delve into "partnership building methods" that allow for coexistence without competition.
