The General Incorporated Association Municipal DX Promotion Council (hereinafter 'the Council') announces the reopening of registration for its online seminar, 'Hometown Tax Actual Condition Survey Report Session' (hereinafter 'the Report Session'), to be held on Wednesday, July 15, 2026. Initially, registration was closed after reaching the original capacity of 100 participants. However, due to overwhelming demand from municipalities, the capacity has been expanded to 300 participants.

Participation is free and requires prior registration, which remains open until shortly before the event.

'Hometown Tax Actual Condition Survey Report Session'

Background

The hometown tax system is undergoing a major transformation since its inception. Starting with the October 2025 ban on point rewards through portal sites, the system is facing revisions including the application of fundraising suitability standards (expense ratio), review of local product standards (especially the upcoming No. 3 standard in October 2026), and a planned revision of the deduction limit for donations starting from the 2027 tax year.

The operational focus is shifting from point-based competition to emphasizing regional storytelling and donor relationships. To visualize the challenges and future strategies municipalities face during this transition, the Council conducted the 'Hometown Tax Actual Condition Survey (May 2026)' targeting hometown tax departments across municipalities nationwide.

This Report Session aims to widely share the aggregated results and introduce comprehensive solutions to support municipalities in operating hometown tax programs in this new era.
