Starting April 2025, low-voltage energy storage plants are eligible to participate in Japan’s primary frequency regulation market, marking the beginning of full-scale market entry efforts across the country. By June 2025, initial approvals for electricity supply applications have begun to emerge, raising expectations for new revenue models leveraging low-voltage battery storage. However, as different regions and aggregators adopt varying EMS platforms, market entrants face significant challenges in selecting compatible EMS solutions and designing appropriate system configurations.
