81% of CDOs prioritize investments that accelerate AI capabilities and initiatives. ・78% of CDOs identify leveraging proprietary enterprise data as the most critical strategy for achieving market differentiation. ・Nearly half of CDOs recognize advanced data skills as a top priority, an increase from 32% in 2023. IBM Japan has released the Japanese edition of the IBM Institute for Business Value (IBV) study, 'CDO Study 2025: Creating Exponential Value through AI.' The survey, which polled 1,700 Chief Data Officers (CDOs) and senior data and analytics leaders globally (including Japan), reveals that enterprise data strategies are rapidly evolving as companies attempt to deploy AI at scale across their businesses. While CDOs are at the core of this transformation, many report that their data is not yet in a state to fully unlock the potential value of AI. Specifically, while about 80% of CDOs (81% globally, 80% in Japan) state that their data strategy is integrated with technology roadmaps and infrastructure investments—up from 52% in 2023—only about 30% (26% globally, 27% in Japan) are confident that their data is becoming a new source of AI-driven revenue. Barriers such as data accessibility, integrity, consistency, and accuracy remain significant hurdles. Ed Lovely, Vice President and Chief Data Officer at IBM, stated: 'Enterprise AI is approaching the stage of large-scale deployment. However, success depends on whether organizations have the right data in place. For CDOs, this means establishing a seamlessly integrated enterprise data architecture that drives innovation and unlocks business value. Organizations that get this right will not only improve AI mechanisms and technology but will transform how they operate, make decisions faster, adapt more quickly to change, and gain a competitive advantage.' Key findings include: As proving data value remains a challenge, the CDO role is shifting from data steward to business strategist: ・Approximately 90% of CDOs (92% globally, 92% in Japan) state that focusing on business outcomes is essential to success in their role. ・Only one-third of respondents feel they can clearly communicate how their data is generating business outcomes.
