JFE Engineering Wins Basic Design Contract for Tomakomai CCS Project

May 25, 2026 JFE Engineering Corporation

JFE Engineering Corporation (President: Kazumi Fukuda; Head office: Chiyoda-ku, Tokyo) has been awarded a contract by Japan Petroleum Exploration Co., Ltd. (President: Tatsuro Yamashita; Head office: Chiyoda-ku, Tokyo; hereinafter "JAPEX") for the "Basic design of CO2 injection facilities and CO2 transport pipelines" (hereinafter the "Project"), which marks the final phase of design work for the CCS project in the Tomakomai area of Hokkaido.

In the public call for "Advanced CCS Project" design work by the Japan Organization for Metals and Energy Security (JOGMEC), a consortium consisting of JAPEX, Idemitsu Kosan Co., Ltd., and Hokkaido Electric Power Co., Inc. has been awarded the design work for the CCS project planned in the Tomakomai area.

The Tomakomai CCS project is steadily advancing as a pioneering domestic CCS initiative, targeting commercialization by fiscal year 2030, including the designation of specific areas under the CCS Business Act and test drilling conducted by JAPEX. Under JAPEX, JFE Engineering has been handling parts of the studies for CO2 transport and storage. Having won various design contracts annually since the 2023 feasibility study, the company has continued to win this Project for fiscal year 2026.

This Project is a crucial step for business decision-making, aiming to finalize specifications, refine costs, and improve the accuracy of construction plans and schedules for the EPC (Engineering, Procurement, and Construction) phase planned for fiscal year 2027 and beyond.

In this Project, the company will design and study surface facilities for injecting CO2 underground, based on its expertise in gas injection technology cultivated for domestic oil and gas fields. Furthermore, leveraging its extensive track record and technical knowledge as a leader in pipeline EPC, the company will promote the design and study of long-distance CO2 transport pipeline facilities connecting multiple sites. JFE Engineering remains committed to technological development and project promotion for the early social implementation of CCS, contributing to the realization of a carbon-neutral and sustainable society.
