(Head Office: Chiyoda Ward, Tokyo; Representative Director & President: Yorohito Kisaka), and SBI Shinsei Bank, Ltd. (Head Office: Chuo Ward, Tokyo; President & CEO: Katsuya Kawashima)—four banks in total (hereinafter "signatory banks")—with the aim of preventing mortgage loan fraud and safeguarding an environment where customers can use mortgage loans with confidence.

The Agreement establishes a framework for financial institutions to collaborate and appropriately share information about real estate companies or other parties suspected of involvement in mortgage fraud, as well as fraudulent methods, in order to detect and respond appropriately to mortgage fraud at an early stage. By utilizing information on mortgage fraud detected by the signatory banks, the banks will further strengthen preventive measures and continue efforts to protect customers.

Current Status of Mortgage Loan Fraud

Mortgage loans are financial products designed to help individuals and families secure homes where they can live with peace of mind. However, in recent years, there have been confirmed cases where mortgage loans are being used contrary to their intended purpose—such as falsely claiming residential intent, artificially inflating property prices, or falsifying income documentation.

Some of these fraudulent cases involve real estate companies or others leading customers into fraud without the customers' awareness, potentially causing significant negative impacts on their future financial planning.

Signatory Banks Collaborate to Ensure Safe and Secure Transactions for Customers

Under this Agreement, the signatory banks will exchange information—while complying with relevant laws and regulations—on real estate companies or other parties suspected of involvement in mortgage fraud, as well as on the nature and trends of fraudulent activities. Information shared will be strictly limited to the purpose of preventing fraud and will be managed under stringent controls.

By collaborating across multiple financial institutions, early detection of suspicious activities that may be difficult to identify individually will be enabled, helping prevent customer harm and establishing a secure environment where customers can confidently use mortgage loans.
