JINJIB (Osaka City), which supports high school students in their job searches, served as a lecturer at the High School Graduate Recruitment Seminar hosted by the Matsubara Chamber of Commerce and Industry on June 1, 2026. Eleven member companies of the Matsubara Chamber of Commerce and Industry, facing challenges such as labor shortages, human resource development, and responses to management risks, participated in the seminar.

JINJIB will continue to support individual consultation sessions for chambers of commerce and industry nationwide, aiming to solve the recruitment challenges of local small and medium-sized enterprises and provide "opportunities" for young people to build careers by conveying the appeal of local companies.

<Background of the Event>

Amidst the declining working population across Japan, labor shortages in small and medium-sized enterprises and early turnover after hiring have become serious management issues. (※)

The area around Matsubara City, Osaka Prefecture, is a transportation hub where major arterial roads intersect, and it is a region with many attractive small and medium-sized enterprises that support manufacturing and distribution/logistics. On the other hand, due to the ease of access to Osaka city, young talent tends to flow into urban areas, and there is a risk that the succession of technology and know-how will be interrupted if the appeal of local companies does not reach young people.

In an effort to solve these issues, the Matsubara Chamber of Commerce and Industry and the Matsubara City Employment Development Association planned and held a high school graduate recruitment seminar for companies, and JINJIB, with its track record in supporting high school graduate recruitment, was invited to present.

Our company provided insights on "Recruitment Strategies to Be Chosen by High School Students" and "Effective Information Dissemination." Additionally, Tokio Marine & Nichido Fire Insurance Co., Ltd. spoke on "The Impact of Securing Human Resources on Corporate Management" and "Organizational Development." We provided hints for regional companies to be chosen by young people and achieve sustainable growth.

<Thoughts on Holding the Event>

Mitsuaki Nakano, Small and Medium Enterprise Consultation Office, Matsubara Chamber of Commerce and Industry

The purpose of this seminar was to help solve the shortage of young human resources in small and medium-sized enterprises and small businesses. Amidst a declining labor supply, we provided an easy-to-understand explanation using various data related to the recruitment market on how to secure and retain young talent. Participants listened attentively and many commented that it was helpful for their future recruitment activities. As a comprehensive organization for the regional economy, we will continue to strive to accurately grasp needs and carry out projects that contribute to securing human resources for businesses within our jurisdiction.

Haruka Wasan, Chief, Tokio Marine & Nichido Fire Insurance Co., Ltd., Osaka South Branch Fujiidera Branch

As labor shortages become increasingly severe, it is urgent for small and medium-sized enterprises to diversify their recruitment channels and strengthen the retention of hired personnel. This seminar was held with the desire to contribute to solving the human resource shortages of Matsubara Chamber of Commerce and Industry member companies and their sustainable corporate development, in collaboration with JINJIB Inc., which has expertise in supporting the recruitment and retention of high school graduates.

In our session, we conducted a survey on BCP measures related to human resources and visualized the challenges from recruitment to retention. We are very pleased that this has allowed companies to realize the importance of human resource risks in corporate management and to review their own initiatives.

We intend to continue to play a role in resolving the human resource challenges of small and medium-sized enterprises together with JINJIB.

JINJIB is a company that solves social issues for "high school students" and "young people." Mitsuhide Sasaki, the "high school graduate CEO," started the business with the slogan, "Dreams begin at 18."

Facing social issues such as career disparities and early turnover among young people, the company provides information on high school students' further education and employment, career education, post-employment retention and career development, and job change support. Together with "high schools" that support high school students and "companies" that engage in recruitment and development, JINJIB continuously strives to "increase dreams for those who will live in the future" by staying by their side from their first career to all scenes of life.

● High School Graduate Job Hunting and Recruitment Support Service "Job Draft"

High school graduates seeking employment are forced to choose their workplace with limited information and time, leading to a gap after joining the company and the issue of "ultra-early turnover" within the first year of employment.

To foster a culture where high school students can proactively choose their future based on their own will, we operate career education support "Job Draft Career," the job information app "Job Draft Navi," and the joint company information session for high school students "Job Draft Fes." We also support job hunting and changes for high school second-year graduates and those who have already graduated through "Job Draft Next," continuing to support them after they enter society.

● Human Resource Development Service "ROOKIE'S CLUB"

"ROOKIE'S CLUB" is a monthly one-year training program that supports the reduction of turnover and retention of new high school graduate employees. First-year employees (rookies) from multiple companies gather and develop their mindset and basic skills as working adults through group work with their "external peers."

Facilitators with diverse experience, including former teachers, career consultants, and current HR professionals, are in charge and support the companies' development through monthly reports and consultations.

● HR Support Service "HR Department Pack"

"HR Department Pack" is a monthly HR support service that focuses on "retention support" to prevent early turnover, improve organizational strength, and promote workforce development. It not only visualizes the organizational state with engagement data but also provides integrated support from identifying issues to designing and executing improvement actions, going beyond "measuring" to "changing" and "continuing" alongside the client.

As an "external HR department" for small and medium-sized enterprises, we support "building organizations where people don't leave" with both data and execution support.
