Seminar: 'Responding to the Amended Whistleblower Protection Act: Based on the 2025 Amendment'

Background
The amended Whistleblower Protection Act (2025 Amendment), which will come into effect in December 2026, introduces stricter regulations on violations of the duty to designate an operator (including the introduction of indirect penalties), penalties for dismissal or disciplinary action based on whistleblowing (fines up to 30 million yen), and a reversal of the burden of proof regarding dismissal and disciplinary actions. These changes will have a significant impact on how companies build and manage their internal whistleblowing systems.
In this seminar, attorneys with extensive experience in handling internal whistleblowing will explain the legal changes and their practical implications.

Attorney Masaki Shibata [Tokyo Bar Association]
Spent approximately 5 years handling labor cases at a Tokyo law firm before joining Matsuda & Partners in July 2019. Continues to focus on labor law, including revisions to employment regulations and daily labor consultations. Actively involved in investigating corporate fraud (harassment, antitrust violations, compliance violations, etc.), legal services for internal reporting processing, and establishing internal reporting systems.
