NEC and Gyosei Conduct Demonstration Experiment to Improve Election Administration Efficiency Using Generative AI, with Cooperation from Yokohama City and Sendai City

Nippon Electric Corporation (Headquarters: Minato-ku, Tokyo; President and CEO: Takashi Morita, hereinafter "NEC") and Gyosei Corporation (Headquarters: Koto-ku, Tokyo; President and CEO: Koji Nishimoto, hereinafter "Gyosei") have jointly developed generative AI to improve the efficiency of citizen support operations related to municipal election administration. They conducted demonstration experiments in Yokohama City and Sendai City with the cooperation of the Yokohama City Election Administration Committee Secretariat and the Sendai City Election Administration Committee Secretariat. As a result, over 90% of users responded that the accuracy of the answers was "accurate," and over 70% evaluated it as "contributing to operational efficiency." This demonstration was conducted from May to the end of June 2026, verifying the accuracy of the generative AI and its contribution to operational efficiency.

In municipal election administration, it is crucial to respond accurately to diverse inquiries from citizens, candidates, and others, while referring to laws and precedents. While such responses require specialized knowledge, the irregular occurrence of elections makes it difficult to establish expertise among staff, leading to a reliance on veteran employees, which has been a challenge.

To address these challenges, NEC, in collaboration with Gyosei, which has a track record in publishing books on local government, laws, precedents, and practical matters related to local governments, developed a system where generative AI displays search results for practical information by referencing Gyosei's specialized election books and FAQs maintained by local governments. Specifically, by simply inputting inquiries in natural language, such as "What types of greetings are restricted by the Public Offices Election Act?" into the chat, the generative AI presents information based on the books along with the underlying laws and documents.

In post-demonstration surveys, over 90% of users in both cities responded that the answer accuracy was "accurate," and over 70% responded that it "contributes to operational efficiency." This indicated that the service can be expected to reduce the effort and time required for document searches, and to standardize the quality and speed of staff responses.

Features of the Generative AI Verified in This Demonstration

Generative AI Specialized for Election Administration, Jointly Developed by NEC and Gyosei A demonstration environment was built on NEC's "NEC Generative AI Service for Local Governments," which NEC has been providing, by incorporating data from Gyosei's specialized books. Furthermore, during the environment construction, Gyosei, with its deep knowledge of election administration, provided supervision, and the development proceeded jointly. This allows for tuning the response content to be practical, contributing to a reduction in staff workload and working hours, and standardization of work quality among staff. Permission was individually obtained from the copyright holders of the books for the use of their content in this service.

Balancing Efficiency and Safety While expectations are growing for the use of generative AI in the public sector, concerns exist regarding the accuracy of responses, as they directly relate to citizens' rights and social welfare. In this demonstration, we developed a mechanism that goes beyond simply answering inquiries. It includes a hallucination (※) check function and integration with e-Gov's legal search, allowing staff to double-check the generative AI's responses. This ensures both operational efficiency and safety.
