East Japan Railway Company (JR East) and Seibu Railway Co., Ltd. have been collaborating on creating new lifestyles and regional revitalization since their comprehensive partnership began in December 2020.

Following this, both companies have agreed to achieve "comfortable and seamless travel" and "enhance value along the lines" by utilizing the connecting line between the JR Musashino and Seibu Ikebukuro lines, and by improving the transfer path between JR East's Shin-Akitsu Station and Seibu Railway's Akitsu Station.

1. Temporary Through-Train Service There is currently a connecting line between JR East's Shin-Akitsu Station and Seibu Railway's Tokorozawa Station, used only for vehicle transportation. This agreement aims to utilize this line as a new network, linking tourist attractions and events along both lines. The temporary through-trains will feature special cabin spaces, including semi-private rooms and sofa seats in addition to regular seating. The trains are planned to be refurbished Seibu Railway 10000 series "New Red Arrow" cars, modified for operation on JR East lines. The service is planned to launch in fiscal year 2028, with potential routes connecting areas along JR lines (Odawara, Shonan, Boso areas, etc.) with areas along Seibu lines (Chichibu area, etc.).

2. Transfer Improvement between Shin-Akitsu and Akitsu Stations Currently, the two stations are approximately 400 meters apart between ticket gates, with a total walking distance of 600 meters and an 8-minute travel time. Furthermore, passengers must cross roads not separated from traffic during commuting hours, which has been a long-standing issue. To improve convenience and safety, the companies plan to work with relevant parties to develop an all-weather, barrier-free transfer pathway utilizing land owned by both companies, targeting operation in the early 2030s. Together with this, they will engage in regional revitalization by uncovering the charms of the area surrounding both stations.
