◆ Background: The System is Imminent, But the Field is "Unsure Where to Start"

The "Child Protection Act (Japan's DBS)" will be enforced on December 25, 2026. Licensed childcare centers, certified childcare centers, and kindergartens will be positioned as "statutory business operators," and in addition to verifying criminal records of staff, they will have a legal obligation to implement safety measures to prevent sexual violence (e.g., establishing service rules, building consultation systems, training, and environmental improvements).

However, many voices from the field express concerns such as, "We hear about it, but we don't know when or where to start revising our employment rules and regulations," and "There are six months until enforcement, and it still feels like a distant issue." In particular, to be ready for next fiscal year's (FY2027) recruitment activities, preparation needs to be planned in reverse. Considering the revision of employment rules and information management regulations, the establishment of consultation desks, communication to staff, and obtaining a G-Biz ID, the practical deadline for commencement is fast approaching this summer.

In response to this situation, KatagrMa is working to translate the system into "on-the-ground practicalities" and disseminate this information, drawing on its expertise in supporting over 20,000 childcare professionals nationwide.
