Link and Motivation Co., Ltd. (Headquarters: Chuo-ku, Tokyo; Representative: Yoshio Kosasa; Securities Code: 2170; hereinafter "the Company") announces that it has been awarded the contract for Tokushima Prefecture's "Fiscal 2026 Employee Engagement Enhancement Survey and Improvement Support Project" (hereinafter "the Project"). With this award, the Company's track record of supporting public institutions now includes 26 organizations, including nine prefectural governments.

Background of the Award

Against the backdrop of population decline and aging society, local governments across Japan face increasingly complex and diverse administrative challenges, including disaster prevention, digital transformation (DX), child-rearing support, healthcare and welfare, and tourism. Tokushima Prefecture is no exception, facing the ongoing challenge of delivering high-quality citizen services with limited personnel and financial resources. Additionally, the prefecture is confronting organizational challenges such as difficulties in talent acquisition and retention due to shifts in the hiring market and declining interest in public service careers, as well as the increasing complexity of roles expected of public employees.

In response to these circumstances, the prefecture places strong emphasis on building an organization where each employee can proactively take on challenges, in order to realize policy development based on citizens' perspectives and field-oriented principles, and to achieve cross-departmental results.

As part of its initiatives to become a "preferred Tokushima Prefecture" for residents and stakeholders alike, the Company will support the visualization of employee engagement and organizational improvement through this project. The Company's cloud service "Motivation Cloud Engagement" will be utilized for this project.

Results from Previous Pilot Implementation

Last year, an engagement survey was conducted on a trial basis targeting selected departments. The results confirmed positive trends in workplace relationships and supportive interactions from supervisors as strengths. However, weaknesses were also identified, particularly regarding foundational aspects of organizational management and the working environment for employees, indicating room for improvement.

Building on these findings, the Company will support follow-up initiatives based on survey and analysis results through organization-wide implementation, contributing to further enhancement of citizen services by improving employee engagement.

About "Motivation Cloud Engagement" Used in This Project

"Motivation Cloud Engagement" is a cloud-based service that supports the enhancement of employee engagement. Leveraging Japan's largest database, encompassing 14,130 companies and approximately 6.48 million individuals (as of March 2026), the service visualizes organizational conditions and supports the execution of action plans tailored to specific challenges, thereby enhancing engagement. For administrative organizations, the service has accumulated a database of over 100,000 public employees.
