The Tokyo Metropolitan Government has created and published a digital book titled "TOKYO Bicycle Rulebook," which comprehensively and clearly summarizes the traffic rules for bicycles that every individual should know.
In Tokyo, the proportion of bicycle-related accidents among all traffic accidents has been around 46% in recent years, which is a very high level, approximately double the national average. Furthermore, among bicycle-related accidents, the proportion where the cyclist committed some violation is over 70% and is on an increasing trend.
Moreover, the environment surrounding bicycles has undergone significant changes, including the strengthening of penalties for using smartphones while cycling and drunk driving two years ago, and the introduction of the traffic violation notification system, commonly known as the "Blue Ticket" system, for certain bicycle traffic violations starting April 1st.
To create a Tokyo where everyone can use bicycles safely and with peace of mind, let's take this opportunity to review our own cycling habits and bicycle traffic rules, including those who may not usually be aware of them.
