The Tokyo Metropolitan Government has created the "TOKYO Bicycle Rulebook," which comprehensively and clearly summarizes the traffic rules for bicycles that every individual should know, and is releasing it as a digital book.
In Tokyo, the proportion of bicycle-related accidents among all traffic accidents has been around 46% in recent years, which is a very high level, approximately twice the national average. Furthermore, among bicycle-related accidents, the proportion where the cyclist was in violation is over 70% and is on an increasing trend.
In addition, the environment surrounding bicycles has changed significantly, including the strengthening of penalties for using smartphones while cycling and drunk cycling two years ago, and the introduction of the traffic violation notification system, commonly known as the "Blue Ticket" system, for certain bicycle traffic violations starting April 1st.
