(Headquarters: Shinjuku-ku, Tokyo, President and CEO: Takenobu Obinata, hereinafter 'Mitsuwa Holdings') announces that on March 23, 2026, it concluded a 'Partnership Agreement concerning the Realization of a Decarbonized Society and the Promotion of Circular Use of Local Resources' with Osaki Town, Kagoshima Prefecture (Mayor: Shinichi Nakano, hereinafter 'Osaki Town'). Through this agreement, Mitsuwa Holdings will utilize its specialized knowledge on decarbonization accumulated through partnerships with various local governments to promote various measures, including local production and consumption of renewable energy and the creation and utilization of environmental value, toward the realization of the 'Circular Village Concept' promoted by the town, thereby contributing to sustainable community building.

### Background of the Agreement In recent years, efforts to realize a decarbonized society have been accelerating nationwide, and regions are also required to introduce renewable energy and advance resource circulation. Under these circumstances, Osaki Town has proposed the 'Circular Village Concept' and is promoting advanced town planning that balances the circular use of local resources and the reduction of environmental impact.

The two parties have previously worked together to implement a decarbonization roadmap and regional economic circulation through greenhouse gas reduction and decarbonization, centering on the agricultural sector—the key industry—such as rice cultivation using decarbonized farming methods, application of biochar to farmland, and dissemination of regional resource circulation models. With this agreement, they aim to elevate these practices into a 'model that can be expanded from the region to the whole country and the world' and aim for full-scale carbon neutral implementation through public-private integration toward the realization of the 'Circular Village Concept' envisioned by Osaki Town.
