Mirabo Inc. (Headquarters: Chiyoda-ku, Tokyo; Representative Director: Kazuya Tanikawa; hereinafter "Mirabo"), a developer of services for local governments, has partnered with the Okinawa Prefectural Association for Child Health (Location: Haebaru Town, Shimajiri District, Okinawa Prefecture; Chairman: Masaya Miyagi; hereinafter "Okinawa Prefectural Association for Child Health"). Based on this partnership agreement, the digital health checkup questionnaire service "Mila-e Kenshin" has been introduced in Nakagusuku Village, Okinawa Prefecture, and operations began in July 2026 for infant general health checkups (early/late term).
Background for the Introduction of "Mila-e Kenshin"
In May 2025, the Okinawa Prefectural Association for Child Health and Mirabo signed a "Partnership Agreement for the Digital Questionnaire Promotion Project Utilizing the Mila-e Kenshin Service" (*1).
With the basic philosophy of "Living skills and dreams for all children," the Okinawa Prefectural Association for Child Health develops child health services for the healthy development of children in Okinawa Prefecture. In particular, it receives commissions for infant health checkup services from 39 municipalities in the prefecture, including remote islands, and conducts statistical analysis of checkup data.
This agreement aims to simultaneously improve the quality of infant health checkups and reduce the burden on parents, checkup staff, and municipal employees by utilizing Mirabo's digital questionnaire service "Mila-e Kenshin" to promote DX in infant health checkups within Okinawa Prefecture and to expedite the management of checkup-related data. Furthermore, it aims to establish a system that allows municipalities entrusting infant health checkups to the Okinawa Prefectural Association for Child Health to smoothly and quickly utilize and share maternal and child health information among municipalities.
As part of the initiatives based on this partnership agreement, utilizing the "National Subsidy for Maternal and Child Health and Hygiene Expenses," the digital health checkup questionnaire service "Mila-e Kenshin" has been introduced in Nakagusuku Village, Okinawa Prefecture. Operations will commence in July 2026 for recipients of infant general health checkups (early/late term), and efforts will be made to strengthen the system for utilizing and supporting checkup results.
Challenges Related to Health Checkups
In Nakagusuku Village, paper questionnaires (*2) created by the Okinawa Prefectural Association for Child Health were previously used, presenting challenges such as the effort required for handwriting, errors in entries, and a time lag between the completion of the checkup and the reflection of the checkup records in the system.
Problem Solving Utilizing "Mila-e Kenshin"
By introducing "Mila-e Kenshin," parents can input and submit questionnaires from their smartphones. After the checkup, they can display their checkup records in the maternal and child health handbook app "Mila-e Oyako Techo" (*3) without manual input.
Additionally, municipalities and the Okinawa Prefectural Association for Child Health can view checkup records online, enabling smoother data utilization.
Moving forward, Mirabo will continue to cooperate with the Okinawa Prefectural Association for Child Health to expand the scope of target checkups and promote new introductions in other municipalities within the prefecture.
