The Association of Japanese Private Railways, JR Hokkaido, JR East, JR Central, JR West, JR Shikoku, JR Kyushu, Sapporo Municipal Subway, Tokyo Metro, Yokohama City Subway, Nagoya Subway, Fukuoka City Subway, New Shuttle, Hokuso Railway, Tokyo Monorail, Yurikamome, Tama Urban Monorail, Tokyo Rinkai Kosoku Railway, Yokohama Seaside Line, Aichi Loop Railway, Nagoya Rinkai Kosoku Railway, and Osaka Metro have compiled the number of violent incidents against railway staff, such as station attendants and train crew, that occurred in fiscal year 2025 (April 2025 - March 2026). The total number of violent incidents across 38 companies and bureaus was 590.
Due to a temporary decrease in passenger numbers caused by the COVID-19 pandemic, the number of violent incidents had decreased. However, with the recent recovery in passenger numbers, the trend has been upward, approaching pre-pandemic levels.
This year's characteristics include a higher number of incidents in every month from April to October compared to the previous year. Incidents occurred more frequently on weekends (Friday, Saturday, Sunday), and the number of incidents was higher during evening and late-night hours.
To prevent violence, railway operators nationwide are continuously implementing various initiatives, including posting awareness posters, increasing police patrols and security guard presence, providing training for station staff, and installing security cameras within stations and on trains. Furthermore, it is believed that the widespread public awareness of the reality of violence against railway staff through media outlets has a certain deterrent effect.
We will continue to strongly emphasize that violence is absolutely unacceptable and that the entire railway industry will unite and respond with a firm stance against such acts.
