In the past six months, 34.9% of companies "newly hired" senior part-time workers aged 65 or older, a decrease of 2.5 percentage points from the previous year (37.4%). On the other hand, 61.0% of companies "employ" senior part-time workers (employing and newly hired within the last six months + employing but not newly hired within the last six months), an increase of 3.1 percentage points from the previous year (57.9%), indicating that while the momentum for new hiring has slightly slowed, employment itself is expanding.
By industry, the employment rate was highest in [Security/Traffic Control (83.1%)], followed by [Cleaning (76.4%)] and [Nursing Care (70.3%)], maintaining high levels in fields where senior human resource utilization has been progressing. On the other hand, the new hiring rate was highest in [Manufacturing Line/Processing (Manufacturer) (47.7%)], showing an expansion of utilization into new fields. [Figure 1]

◆56.4% of companies want to hire senior part-time workers in the future
The most common reason is "to resolve and improve labor shortages"
The proportion of companies that "want to hire" senior part-time workers in the future (actively want to hire + somewhat want to hire) was 56.4%, indicating that over half of the companies expressed a desire to hire. When asked about the reasons for wanting to hire, "to resolve and improve labor shortages" was the most common reason at 45.6%. Furthermore, the roles and abilities that companies wanting to hire senior part-time workers in the future expect from seniors were "specialized knowledge/skills specific to the workplace" (32.2%) as the most frequent response, followed by "reassurance for senior applicants" (29.7%) and "knowledge/skills to work as frontline employees" (28.3%). This suggests that companies expect senior human resources not only to alleviate labor shortages but also to contribute by leveraging their experience and expertise. [Figures 2, 3]

When asked about the proportion of Hustle Seniors (seniors aged 65 or older who work 30 hours or more per week or 5 days or more per week as part-time employees and have a high willingness to work) among companies currently employing senior part-time workers, 33.2% of companies responded "more than half." Furthermore, when categorized by the proportion of Hustle Seniors, 69.8% of companies responded that they have "Hustle Seniors (more than half + less than half)," revealing that highly motivated seniors are active in approximately 70% of companies.
By industry, [Manufacturing Line/Processing (Manufacturer)] was the highest at 85.7%. This trend is likely due to the continuous and repetitive nature of the work content.
Additionally, when evaluating Hustle Seniors in companies that actually employ them, "workload" was 64.5% and "carefulness of work" was 63.7%, both at high levels, indicating generally positive evaluations. [Figures 4, 5]

While measures such as "wage increases" and "paid leave" are progressing, initiatives for "sense of purpose," such as the assignment of roles and detailed evaluations, are limited.
When asked about the impact of Hustle Seniors on the workplace, "contributing to the alleviation of labor shortages" (42.4%) and "responsible and have few absences/resignations" (35.4%) were among the top responses, indicating their stability and contribution as a workforce.
On the other hand, challenges mentioned included "need for shift adjustments due to sudden health issues or medical appointments" (30.2%) and "takes time to adapt to digital tools or new tasks" (29.3%). These are trends common to seniors in general and were found to exist to some extent among Hustle Seniors as well. These results suggest the need for consideration regarding health and work adaptation.
Furthermore, among the measures companies are taking to support the activities of Hustle Seniors, "hourly wage increases" (54.9%), "provision of paid leave" (48.3%), and "sufficient provision of rest time" (45.3%) were the top responses. On the other hand, the implementation rates for "preferential conditions compared to other seniors" (30.4%) and "assignment of executive or responsible positions" (32.8%) were low, indicating that while consideration for health and working conditions is progressing, initiatives for providing a sense of purpose and responsible roles are limited. 【Survey Staff Comments】
This survey revealed an increase in the proportion of companies employing senior part-time workers aged 65 and over compared to the previous year.
With the full obligation to "secure employment until age 65" coming into effect in April 2025 under the Act on Stabilization of Employment of Elderly Persons, we observe a trend of increased acceptance of senior human resources aged 65 and over, supported by this institutional background.
Additionally, "Hustle Seniors," who work 30 hours or more per week or 5 days or more per week and have a high willingness to work, are active in a certain number of companies. Hustle Seniors receive high evaluations for their workload and carefulness in their work, suggesting that the presence of senior human resources is becoming more significant not just in terms of numbers but also in terms of their contribution to the workplace.
On the other hand, health-related issues are cited as one of the limiting factors in utilizing senior part-time workers. In fact, companies employing seniors are increasingly providing considerations for their physical condition, such as granting paid leave and ensuring rest periods. These initiatives can be seen as a valid direction for companies concerned about hiring seniors. Moving forward, to further promote the active participation of senior human resources, it is considered important to create an environment that enhances motivation through clarification of roles and appropriate evaluation and treatment, while building upon considerations for their health.
