Today (27th), the Industrial Technology Research Institute (ITRI) signed a Memorandum of Understanding (MOU) with Mitsui Fudosan and the Kumamoto Science Park Community & Management (KSCM).

ITRI stated that the three parties will use Kumamoto Science Park as an exchange hub, focusing on automobiles, robotics, AI, and related semiconductor supply chains. Starting from end-market demands, they will integrate Taiwan and Japan’s technological, industrial, and research resources to promote technology validation, product optimization, and supply chain alignment. This will gradually establish a comprehensive collaboration model covering R&D, verification, mass production, and market application.

By leveraging complementary strengths between Taiwan and Japan, the partnership aims to deepen industry-academia-research linkages, enhance semiconductor supply chain resilience, and assist Taiwanese and Japanese enterprises in expanding into global markets and creating new business opportunities. The signing ceremony was witnessed by Hsinchu County Government Secretary General Li An-yu and Kumamoto Prefectural Governor Kimura Takashi, demonstrating the determination of local governments and research institutions in Taiwan and Japan to jointly advance industrial technology cooperation.

ITRI Vice President Hu Chu-sheng stated that ITRI has long been committed to supporting Taiwan’s industrial innovation and upgrading, promoting the practical application of R&D outcomes, and expanding international cooperation. He expressed honor in participating in the early-stage planning of Kumamoto Science Park and emphasized that ITRI will continue to leverage its technological R&D and industry-linkage capabilities to connect Taiwanese enterprises and research institutions, identify potential areas for collaboration, and assist Taiwan’s industries in expanding international cooperation opportunities to enhance technological capabilities and global competitiveness.

Hsinchu County Government Secretary General Li An-yu stated that Hsinchu is a global hub for semiconductor and high-tech industries, with a complete supply chain and innovative ecosystem. Japan, on the other hand, holds leading advantages in materials, precision equipment, and academic research. Through this agreement, Hsinchu’s industrial and R&D capabilities will be linked with Japan’s materials, equipment, and academic resources to deepen cooperation in smart vehicles, robotics, AI, and semiconductors. Hsinchu County will continue to strengthen exchanges with Kumamoto to jointly build a more resilient and competitive Taiwan-Japan technology industry ecosystem.

Kumamoto Prefectural Governor Kimura Takashi stated that Kumamoto has been actively promoting the 'Kumamoto Science Park Vision,' drawing inspiration from Taiwan’s science park development experience. He hopes to accelerate innovation R&D, talent cultivation, and the construction of a semiconductor industry ecosystem through government-industry-academia collaboration. He also expressed hope to leverage ITRI’s R&D capabilities and industry-linkage experience to further deepen Taiwan-Japan industry-academia cooperation, transforming Kumamoto from a key semiconductor manufacturing base into an innovation hub that attracts global talent, nurtures cutting-edge technologies, and drives future industrial development.

Mitsui Fudosan Headquarters Director Hosoda Kyosuke emphasized that Mitsui Fudosan, together with Kumamoto Prefecture, is promoting the innovation development zone of Kumamoto Science Park. Through KSCM and a comprehensive enterprise support system, they aim to gather domestic and international enterprises, academic research institutions, and administrative resources to send new innovative value from Kumamoto to the world.

ITRI has long been committed to semiconductor technology R&D and industrialization and possesses strong capabilities in linking with Taiwan’s industries. This three-party collaboration will help accelerate enterprise matchmaking between Taiwan and Japan, formation of R&D projects, and practical implementation of innovative outcomes, gradually building an industry cooperation ecosystem based in Kumamoto and targeting global markets.

KSCM Director Tsumanaga Hisashi stated that KSCM will serve as the operational and cooperation hub for the innovation development zone of Kumamoto Science Park, providing enterprise entry support, collaboration matchmaking, R&D assistance, and administrative services. Through collaboration with ITRI and Mitsui Fudosan, as well as support from Kumamoto Prefecture, KSCM will further connect Japan’s materials, equipment, components, and academic research institutions with Taiwan’s semiconductor industry, promoting cooperation in back-end processes, advanced packaging, and related application fields. This will help enterprises shorten R&D timelines, enhance product competitiveness, and create more business opportunities.
