Premier Cher-Ren Tsai visited Hsinchu County on the 31st to inspect the development progress of the Hsinchu Biomedical Park and the advancement of its Fourth Biotech Building. He stated that to meet the strong developmental demands of the biomedical industry and improve the industrial ecosystem, the government has allocated NT$6.079 billion to implement the medium-to-long-term plan for the Fourth Biotech Building at the Hsinchu Biomedical Park. He emphasized, "Taiwan not only boasts the world-leading TSMC (2330-TW)(TSM-US), but will also integrate artificial intelligence with cutting-edge medical technologies to comprehensively build a large-scale health industry, realize the core concept of a Healthy Taiwan, and lead Taiwan’s biomedical sector to shine globally."
Premier Tsai noted that the government has designated biotechnology and healthcare as one of the nation’s 13 strategic industries and is fully committed to constructing a comprehensive health industry. Given that the current factory rental rate at the Hsinchu Biomedical Park has reached 93.44%, and land rental rate stands at 97.47%, development space is nearing saturation. To accommodate increasing demand from enterprises and enhance both the quality and capacity of the park, the government has specially allocated NT$6.079 billion to advance the medium-to-long-term plan for the Fourth Biotech Building. This project is expected to generate approximately 1,650 new employment opportunities and further strengthen the overall biomedical industrial ecosystem.
Tsai pointed out that Taiwan holds a leading advantage in technology manufacturing, and the national economy remains robust. However, governmental operations and national development can no longer rely on past thinking patterns and must pursue diversified development by continuously integrating the world’s most advanced technologies. The government is actively promoting the AI-driven New Ten Major Construction Projects and vigorously developing software design, while also positioning biotechnology and healthcare as a flagship program among the 13 strategic industries. The goal is to establish a complete biomedical industrial ecosystem and build a high-tech health nation that integrates smart healthcare, precision health, regenerative medicine, and health technology.
He highlighted that the Hsinchu Biomedical Park plays a crucial role in advancing the Healthy Taiwan initiative and the broader health industry. As Taiwan enters a super-aging society, the medical paradigm must shift from disease treatment to prevention and health promotion, and be upgraded through technological support into smart care and health industries. In the future, the Hsinchu Biomedical Park will integrate three major centers: the Biomedical Science and Technology R&D and Incubation Center, National Taiwan University Hospital Hsinchu Biomedical Park Branch, and the Specialty Medical Cluster. By combining artificial intelligence with medical services, the park will significantly enhance its overall competitiveness.
Local development requires full cooperation from local governments. Premier Tsai expressed special appreciation to Hsinchu County Magistrate Yang Wen-ke for his leadership and problem-solving capabilities. The central government will continue to review unresolved issues or projects with slow progress and work closely with local authorities. Tsai urged the National Science and Technology Council and the Hsinchu Science Park Administration to strictly adhere to the planning content, timeline, and progress of the Fourth Biotech Building’s medium-to-long-term plan to ensure timely completion. This will encourage major domestic and international manufacturers to choose Taiwan as their top destination for investment and development, enabling the Hsinchu Biomedical Park to reach new heights in Taiwan’s industrial landscape.
Premier Tsai hopes that the Hsinchu Science Park will continue attracting high-quality, innovative teams, fostering a high-tech industrial cluster and completing the entire industrial chain, including the biomedical sector. "Taiwan will not be defined by TSMC alone," he declared. The government aims to help more industries shine globally, continuing policy support and improving public services through collaboration with local governments and the industrial sector, showcasing Taiwan to the world, safeguarding citizens’ health, and creating a new economic era.
