AI New Ten Major Constructions Boost! NDCC: Public Construction Enters Harvest Season in Q4, Aiming for 95% Annual Achievement Rate

The National Development Council (NDCC) today (17th) delivered a special report to its committee on the implementation status of the 2025 public construction program. As of the end of August 2025, the cumulative execution amount reached NT$413.6 billion, with a budget achievement rate of 51.33%, maintaining strong momentum in overall investment. Driven by major government investments such as the 'AI New Ten Major Constructions,' the fourth quarter is expected to enter a 'harvest season.' The NDCC will continue collaborating with all ministries to closely monitor key project progress and steadily push toward the annual target of over 95% budget execution.

NDCC Chairperson Yeh Chun-hsien emphasized that public construction is a crucial foundation for enhancing national economic competitiveness and improving citizens' quality of life. Taiwan's domestic economy continues to maintain growth momentum, with the Directorate General of Budget, Accounting and Statistics (DGBAS) forecasting a full-year economic growth rate of 11.05%. With the government actively promoting the 'AI New Ten Major Constructions' and other major public investments, public investment continues to expand, and private investment momentum remains strong, effectively strengthening domestic demand and supporting the nation's long-term development.

In 2025, under close collaboration among ministries, several key projects achieved significant milestones in the first eight months. In building a convenient transportation network, the main bridge of the Danjiang Bridge in New Taipei City was completed and opened to traffic, while the Sanying Line and the eastern extension of the Taipei Metro Xinyi Line commenced operations smoothly. Taoyuan International Airport's Terminal 3 completed its main roof closure and glass curtain wall installation, further improving the transportation network in the Taipei metropolitan area and the Taoyuan-Hsinchu-Miaoli 'Great Silicon Valley.'

In strengthening resilient water and power infrastructure, the Da'an-Dajia Creek Interconnection Pipeline was officially commissioned, and the Gaoping-Laosong Creek subsurface flow project was completed. Additionally, Taichung Power Plant's new gas-fired Unit 1 began grid dispatch, enhancing resilience in both domestic water supply and industrial power.

In providing high-quality medical and research environments, the National Taiwan University Hospital's Health Building began trial operations, while the Taichung Veterans General Hospital Proton Therapy Center and the new medical building of the Armed Forces Taichung General Hospital were inaugurated. The AI Innovation Application Building at the Shalun Green Energy Science City also commenced operations. From healthcare services to advanced research and development, regional medical capacity and forward-looking scientific research environments are being progressively enhanced. Notably, the AI Innovation Application Building at Shalun Green Energy Science City provides a practical field for AI R&D and application, aligning with AI application and industrial development trends. This demonstrates that the functions and content of public construction are continuously evolving to meet the demands of the times and industries, further supporting emerging technology development and industrial transformation.

Chairperson Yeh emphasized that as the year progresses into the second half, the fourth quarter will mark the peak period for showcasing public construction achievements. Projects including the Wugu Interchange ramp addition improvement, the TH-76 and TH-19 realignment, the first phase of the Tainan City Rail Underground Project, and the northern section of the Taoyuan Metro Green Line (7 stations) will be completed and opened in succession. In addition to ensuring all responsible ministries pre-deploy preparatory operations and strictly enforce construction safety measures prior to opening, the NDCC will continue to utilize its cross-ministerial coordination platform and public construction early-warning mechanism to promptly resolve bottlenecks such as tendering, land acquisition, and pipeline interface issues.

Looking ahead, the NDCC will continue to collaborate with the Ministry of Economic Affairs, Ministry of Transportation and Communications, and the National Science and Technology Council to fully strengthen critical elements required by industries, including land, water supply, power supply, and transportation infrastructure. It will also strictly enforce budget execution discipline, guiding all projects to be implemented on schedule, with quality and as planned, ensuring national construction achievements deliver tangible benefits to the people and fully realize the policy vision of 'Balanced Taiwan.'
