Nirasaki City, NTT East Yamanashi Branch, and NTT-ME Sign Collaboration Agreement on Advanced Road Maintenance Management

Nirasaki City (Mayor: Hisao Naito), the Yamanashi Branch of NTT East Corporation (Branch Manager: Rui Igarashi), and NTT-ME Corporation (President & CEO: Takashi Ikeda) have signed a "Collaboration Agreement on Joint Study for Advanced Road Maintenance Management."

### 1. Background and Purpose

Local governments, including Nirasaki City, are facing challenges such as the aging of social infrastructure, increased staff burden due to population decline and staffing constraints, and budget shortfalls.

To address these issues, the parties have decided to begin exploring regional infrastructure management projects utilizing the technological expertise and digital solutions of the NTT East Group. This agreement aims to conduct joint studies toward advancing road maintenance operations* and to contribute to the revitalization, sustainable development, and improved resilience of the local community.

*Road maintenance management: Operations including inspection, repair, and restoration intended to ensure the safety and comfort of road infrastructure facilities, including road attachments (road markings, signs, guardrails, etc.).

### 2. Overview of the Agreement

The parties will collaborate on the following items:

(1) Optimization of road maintenance management (2) Utilization of infrastructure management databases leveraging DX (3) Other matters contributing to the advancement of road-related operations

### 4. Roles of Each Party

(1) Nirasaki City - Extracting and sharing accumulated know-how, information, and challenges in road maintenance - Visualizing challenges in road maintenance operations - Demonstrating road inspections utilizing DX

(2) NTT East - Supporting current situation analysis and challenge extraction in municipal road maintenance - Planning and designing digital solutions for operational efficiency and problem-solving - Overall project management and consolidation of effect verification

(3) NTT-ME - Implementation and operational support for digital solutions - On-site data acquisition, maintenance, and system construction - Data accumulation and analysis of demonstration results

### 5. Future Initiatives

After identifying challenges in road maintenance, the parties will verify the effectiveness of utilizing regional infrastructure company resources. Furthermore, they will promote the optimization and advancement of road maintenance operations by developing an infrastructure management database that incorporates inspection results and information held by both parties.
