◆Overview

Shin Matsubara, an administrator (Project-Specific) in the Research Cooperation Division of the Department of Research and Innovation Co-creation Management at National University Corporation Okayama University (Headquarters: Okayama City, Kita Ward, President: Yasutomo Nasu), has been appointed as an advisor for the promotion of self-managed security trade control for the "FY2026 Project for Comprehensive Management of Important Technologies (Project for Promoting Self-Managed Security Trade Control)" by the Ministry of Economy, Trade and Industry. As a member of this project, this administrator participates in support activities for universities and other institutions.

This project is designed to dispatch experts (advisors) in the field of security trade control from the Ministry of Economy, Trade and Industry to universities and other institutions to provide advice and support for the establishment and operation of export control systems, as well as to conduct lectures and other activities to promote understanding of the system as a whole.

Administrator Matsubara is one of the specialized personnel who has obtained the "STC Expert (Security Trade Control Specialist (General))" qualification, a professional qualification in the field of security export control. This qualification is positioned at the highest level among the qualification systems implemented by the Center for Information on Security Trade Control (CISTEC), and requires a wide range of advanced knowledge and practical skills, including export-related laws and regulations, international regimes, and the establishment and operation of management systems in companies and universities. The examination is also highly difficult, with a limited number of successful candidates, and is considered proof of advanced professional human resources in the field of security export control. This appointment as an advisor is a recognition of such expertise and practical experience.

Regarding this appointment as an advisor, Administrator Matsubara commented, "I am deeply honored to have the opportunity to utilize the knowledge I have accumulated through my daily work in this way. I will strive to further improve my knowledge through my participation in this project and will sincerely work to contribute to the proper operation of security export control in universities and research institutions." Furthermore, Norihito Sato, Vice President, Vice Chancellor, and Senior URA, who is also the Head of Research Integrity Management at our university, commented, "We are very pleased with Administrator Matsubara's appointment as an advisor, and it is a reassuring development for our university as well. Economic security, including the field of security trade control, is an important aspect for universities, and our university has established regulations for it. We aim to contribute to society by returning our university's know-how and the knowledge of highly specialized personnel like Administrator Matsubara, thereby fulfilling our role as an open, community-centered, and distinctive research university."

Okayama University is promoting the establishment of systems, including training and awareness-raising for faculty and staff, to ensure the proper operation of security export control. We are also working to improve the accuracy of screening (screening) by introducing AI tools that utilize technology. In the future, we will continue to enhance our operations to meet social demands by supporting the improvement of staff expertise and promoting advanced capabilities. We ask for your continued support for the initiatives of Okayama University, an open, community-centered, and distinctive research university, and Administrator Matsubara.

〇What is Security Trade Control? Security trade control is a system to prevent weapons and goods/technologies that can be diverted for military purposes from reaching countries that threaten international security, terrorists, etc. Major countries have established international frameworks (export control regimes) and cooperate in managing exports, etc. In Japan, this system is operated based on the Foreign Exchange and Foreign Trade Act.
