ONODERA USER RUN Strengthens Global Partnerships, Speaks at IOM-Led International Forum TIMF

ONODERA USER RUN Co., Ltd. (President and CEO: Jun Kato, located in Chiyoda-ku, Tokyo; hereinafter 'OUR') announced that it attended the TASHKENT INTERNATIONAL MIGRATION FORUM (TIMF), an international migration forum led by the UN agency IOM, held in Tashkent, Republic of Uzbekistan over two days from May 18 to 19, 2026. During a session at the forum, President and CEO Jun Kato represented Japanese companies and delivered a keynote speech themed 'Future of Global LabourMobility Partnerships.'

Through multifaceted partnerships with government agencies in various countries, including its eight business operation countries, OUR has been dedicated to realizing safe and orderly international labor mobility and resolving labor shortages in Japanese industries. The TIMF was realized following an appeal by President Shavkat Mirziyoyev of Uzbekistan at the World Summit for Social Development held in Doha, Qatar in November 2025, where he advocated the need to strengthen international protection for migrant workers and their families and called for an international forum. The forum brought together approximately 500 international leaders and experts, including high-ranking government officials, representatives of international organizations, major private companies, and immigrant support organizations from 40 countries in Tashkent. Participants shared advanced initiatives and knowledge regarding the structural challenges faced by each country. Beyond passing discussions, passionate debates were held with the aim of constructing a highly comprehensive and high-level platform to promote and manage 'safe, orderly, and regular international labor mobility' across the global community.

At this global discussion venue, OUR, representing a leading position in Japan's Specified Skilled Worker program within a collaborative project between Uzbekistan and private enterprises, presented at a session on the 19th. Themed 'Future of Global LabourMobility Partnerships,' the presentation covered the changing demographic structure of Japan, current and forecasted labor shortages, and human resource circulation model initiatives progressing in collaboration between the Agency for External Labor Migration of Uzbekistan and OUR. OUR is already promoting the utilization of its unique 'OUR Straight Through' scheme within Uzbekistan, which manages everything one-stop without outsourcing, from local overseas recruitment to free education, employment in Japan, and post-entry living and retention support. This scheme garnered high interest from attendees as a model balancing 'transparency' and 'sustainability' in international labor mobility. Along with OUR, human resource companies representing the United States, Canada, Germany, and the United Kingdom participated as panelists in the session. Top runners driving their respective labor markets delivered valuable presentations on the latest market trends, cutting-edge HR technologies, and sophisticated strategies in the global competition for talent acquisition, unfolding extremely high-quality discussions toward the future of global labor mobility.

Realizing appropriate labor mobility is a challenge that must be addressed on a global scale. Simultaneously, it holds the 'potential' to pave the way for the future for both employers, who gain further business growth, and foreign workers, who achieve relief from economic anxiety and chances for career formation through education and employment. Based on the experiences at this forum and the initiatives of various countries, OUR will continue its efforts to realize safe and secure labor mobility partnerships.
