Pasona JOB HUB Inc. (Headquarters: Minato-ku, Tokyo; President and CEO: Motoyoshi Takagi) has been commissioned by Toyama Prefecture to undertake the 'Understanding and Survey Business for Accepting Digital Nomads.' As part of this initiative, we will sequentially hold the 'Toyama Digital Nomad Attraction Study Group (4 sessions)' targeting tourism businesses and community development organizations within the prefecture, aiming to promote understanding of digital nomad acceptance, starting July 22, 2026 (Wed).
Digital nomads (international remote workers), estimated to number over 35 million worldwide with a market size of approximately 110 trillion yen, are gaining attention as individuals who can contribute to expanding local consumption through long-term stays and foster innovation through collaboration with local human resources and companies.
In Japan, the environment for accepting them is being developed, with the establishment of the "Special Activity" (Digital Nomad Visa) residency status in April 2024.
Pasona JOB HUB has been engaged in initiatives to attract digital nomads domestically, including being selected for two consecutive years for the "Digital Nomad Environment Development Demonstration Project" by the Japan Tourism Agency.
Through this project, which we have undertaken and will operate, we will collaborate with the Japan Digital Nomad Association (JDNA) to hold seminars aimed at fostering understanding among companies and organizations in Toyama Prefecture that will be accepting digital nomads. We will also conduct marketing research to organize and propose the prefecture's strengths and challenges, thereby building a foundation for creating a global related population in Toyama Prefecture.
Furthermore, we will provide opportunities to observe and participate in stay programs implemented in regions such as Kyushu and Kanazawa City, Ishikawa Prefecture, including "Colive Fukuoka"*, to concretize an acceptance system that leverages Toyama Prefecture's regional characteristics.

Overview of Toyama Prefecture's 'Understanding and Survey Business for Accepting Digital Nomads'
Objective
To broadly foster understanding among potential host entities necessary for attracting digital nomads, and to organize Toyama Prefecture's strengths and challenges related to its cultural and historical background, nature, food, etc., as well as its potential, in order to consider and propose future policy directions.
Implementation Details
1 Seminars for Tourism Businesses and Community Development Organizations in the Prefecture
(4 sessions total, with archived streaming available)
Conducting study sessions that lead to understanding digital nomads, the benefits of attracting and accepting them, and concrete behavioral changes and system building (Planned and operated jointly with the Japan Digital Nomad Association).
2 Marketing Research
Conducting on-site, interview, and desk research targeting over 30 facilities and businesses. Investigating regional resources that are strengths for attracting digital nomads (culture, natural environment, food, etc.) and the availability of infrastructure necessary for acceptance (co-working spaces, accommodation, activities, foreign language support, etc.). Understanding the current situation of digital nomad stays within the prefecture, etc.
3 Observation and Participation in Advanced Case Programs Outside the Prefecture
Observation of advanced digital nomad acceptance sites in Fukuoka City, Fukuoka Prefecture; Nagasaki Prefecture; Kanazawa City, Ishikawa Prefecture; etc.
