Under this partnership agreement, the two parties will work toward achieving carbon neutrality and sustainable community development by advancing the visualization and monetization of forest resources in Oumu Town. In December 2024, the town council declared a "Zero Carbon City" commitment, pledging to achieve net-zero CO₂ emissions by 2050. In March 2025, the town formulated an "Action Plan for Global Warming Prevention (Administrative Operations Edition)," setting a target to reduce greenhouse gas emissions by 50% compared to fiscal year 2013 levels by fiscal year 2030. Furthermore, starting in fiscal year 2025, a new subsidy program for residential solar power generation was established to promote the spread of renewable energy. Approximately 74% of Oumu Town's total area is covered by forests, making the conversion of abundant forest resources into economic value an important challenge from a decarbonization perspective. Against this backdrop, the partnership agreement was signed to advance efforts to link the value of forest resources to economic value by collaborating with Stellar Green, which has expertise and a track record in forest valuation. ■ Comment from the Mayor of Oumu Town
