On May 14, 2002, Masaru Sato was arrested by the Special Investigation Department of the Tokyo District Public Prosecutors Office on suspicion of breach of trust and obstruction of business by deception in connection with the 'Muneo Suzuki incident.' The prosecutor in charge of his interrogation was Hisayoshi Nishimura. Their intense exchanges in the interrogation room were later summarized in Sato's book 'National Trap: Called the Rasputin of the Foreign Ministry,' and became a major topic alongside Nishimura's utterance of the term 'state-policy investigation.'

Although the two had not been in contact for a long time, they reunited following Sato's illness. The two, who once faced each other as 'enemies worthy of respect,' shared their candid opinions and internal workings that could only be discussed now, and thoroughly discussed the problems facing the prosecution.
