To promote the exchange of water resource management experience, Taichung City Government's Water Resources Bureau, led by Director Fan Shih-Yi on the 9th, brought senior officials and municipal advisors from the city’s Construction Division to visit the Wuizuitan Artificial Lake, managed by the Central Region Water Resources Office of the Ministry of Economic Affairs' Water Resources Agency. Through on-site observation, professional guided tours, and opinion exchanges, participants gained in-depth insights into the artificial lake’s achievements in water supply dispatch, engineering planning, ecological conservation, and environmental sustainability. The visit also gathered expert recommendations from municipal advisors to serve as key references for improving future water infrastructure and environmental governance in Taichung.
Director Fan stated that the Wuizuitan Artificial Lake is a major water resource project in central Taiwan and the first large-scale reservoir in the country officially named an 'artificial lake.' It primarily stores and dispatches water drawn from the Wu River to supply domestic water to Changhua and Caotun in Nantou. This reduces the previous reliance on Taichung to supply water to Changhua, effectively enhancing regional water supply stability. During dry seasons, the lake plays a crucial role in water dispatch.
In addition, the artificial lake serves multiple functions, including water supply, ecological conservation, and environmental education, making it highly significant for sustainable water resource utilization. It also provides valuable insights for Taichung’s future water infrastructure and environmental improvement initiatives.
The Water Resources Bureau noted that the visit included a briefing and on-site tour arranged by the Wuizuitan Artificial Lake Management Center, covering the lake’s overall planning concepts, diversified water resource dispatch mechanisms, water quality maintenance and monitoring management, ecological corridor design, and environmental restoration efforts. Participants also visited the Water Resources Education Center.
Chuang Yao-Cheng, Director of the Central Region Water Resources Office, accompanied the group throughout the exchange. Municipal advisors and attendees actively discussed topics such as water governance, water environment development, and sustainable development. They emphasized that flood control efforts should not only strengthen disaster prevention safety but also integrate water quality improvement, ecological conservation, landscape integration, and cultural values. Using a holistic 'point-line-surface' planning approach, they advocated for the phased development of water environment projects that combine disaster resilience, ecological value, and humanistic significance.
The Water Resources Bureau stated that in the face of climate change challenges such as extreme rainfall and uneven drought and flooding, it will continue to refine its water resource management strategies and deepen cooperation with central authorities and experts to enhance water dispatch resilience and urban disaster prevention capabilities. Going forward, the bureau will continue inviting municipal advisors to visit key water infrastructure projects in Taichung, including river and regional drainage management, water environment development, slope land conservation, and soil and water conservation projects. Through on-site exchanges, it aims to gather professional insights and jointly advance sustainable water infrastructure and environmental development.
