To assist specific factories in accelerating their legalization process, Changhua County Government continues to promote guidance measures and shares case studies to help businesses understand the pathways to legalization and the benefits of transformation. Changhua County Magistrate Wang Hui-Mei recently visited successful cases of factory regularization, following her visit to Zongpo Corporation, she proceeded to Taiyu Industry Co., Ltd. for an on-site inspection. She gained in-depth insights into the company's operations and listened to firsthand experiences and transformation outcomes shared by the business owners. She encouraged local enterprises to seize the opportunity of legalization and jointly build a sustainable industrial environment.
Magistrate Wang stated that Taiyu Industry, established in 1991, has consistently pursued excellence, evolving from early iron and aluminum alloy bike frames to pioneering research in carbon fiber, and now developing environmentally conscious 'recyclable carbon fiber' materials. Through continuous innovation in technology and materials, the company has become a leading authority in the electric vehicle frame sector. Taiyu Industry is also the third landmark enterprise in Changhua County to successfully transition from a provisional factory registration to obtaining full legal factory status with government guidance.
Hu Shao-Rong, Vice Chairman of Taiyu Industry Co., Ltd., expressed gratitude to Magistrate Wang and the county government team for their proactive support, which enabled the company to complete all legalization procedures starting from its origins as an agricultural land-based factory. With a solid legal foundation now in place, the company aims to smoothly advance toward going public and showcase the robust industrial capabilities of Changhua to a broader audience.
The Department of Economic Greening (Jinglu Division) noted that during the inspection, the magistrate not only reviewed the company’s operational status but also directly heard feedback and needs from business owners regarding the application process. With cross-departmental support and guidance mechanisms from the county government, both Zongpo Corporation and Taiyu Industry Co., Ltd. successfully completed their legalization procedures and obtained formal factory qualifications. This achievement enhances business stability and lays a solid foundation for future market expansion and sustainable operations.
Zongpo Corporation, previously visited, also shared its experience in advancing legalization. CEO Chen Jing-Song emphasized that the most critical factors in the legalization process are 'determination and perseverance.' By setting clear goals and systematically completing each step, businesses can successfully achieve full compliance.
Additionally, the Jinglu Division reminded specific factory operators who have not yet submitted land use plans to meet the statutory deadline of March 19, 2032, to complete their applications and safeguard their future rights. The government will work hand-in-hand with enterprises to enhance factory public safety, environmental quality, and land management efficiency, leading industries toward sustainable development. The county government will continue to reduce obstacles and burdens during the legalization process through project-based counseling, regulatory consultation, and inter-departmental coordination.
To further assist businesses in responding to net-zero transformation and smart upgrades, the county is simultaneously promoting a '4+2 Subsidy Program.' The subsidies cover loan interest subsidies, carbon footprint assessments, low-carbon and smart equipment, behind-the-meter energy storage systems, privately funded private fire hydrants, and rooftop solar photovoltaic installations. Businesses are encouraged to continue investing in upgrades to enhance competitiveness and create a safe, low-carbon, and sustainable industrial development environment.
