The military is facing a shortage of personnel, yet many service members are choosing to leave early and pay breach penalties rather than remain in service. According to statistics from the Ministry of National Defense, between 2011 and 2025 (Minguo 100–114), a total of 4,267 personnel were required to pay compensation, accumulating NT$929 million in damages. Of this, NT$342 million has been recovered, leaving approximately NT$589 million unrecovered. Among these cases, three individuals owe more than NT$20 million each.

In response to the wave of early discharges, the Ministry reported that from 2021 to the end of 2025 (Minguo 110–114), 6,315 personnel applied for early discharge. Of these, 4,267 were required to pay compensation, and 3,817 have already completed their payments. Additionally, 594 applicants requested installment payments, accounting for 14% of those liable. The most common compensation range for installment plans was between NT$1 million and NT$1.5 million, with 92 individuals falling into this category.

Furthermore, three individuals owe more than NT$20 million, three owe between NT$10 million and NT$20 million, and ten owe between NT$5 million and NT$10 million. However, the Ministry has not disclosed their military branches, positions, or ranks. By year, 2024 (Minguo 113) had the highest number of applicants, reaching 1,589. Of these, 1,076 were required to pay compensation, totaling NT$259.55 million. So far, 951 have completed payments, with NT$77.13 million collected.

The Ministry stated that among those who applied for installment payments, 36 have defaulted. Recovery procedures, including催缴 (collection notices), referrals, and forced execution, have already been initiated. The Ministry will continue to monitor installment arrangements and recovery efforts.
