To enhance the self-management capabilities of apartment buildings and assist communities in establishing sound management systems, the Kaohsiung City Government's Construction Bureau is continuing its 'free home visit guidance' service this year. This initiative supports communities that have not yet established management committees in setting up formal management organizations. Additionally, eligible existing apartment buildings can apply for subsidies of up to NT$70,000, encouraging communities to utilize municipal resources to create safer and more comfortable living environments.

Professional teams assist in convening ownership meetings and completing filing procedures

Construction Bureau Director Yang Chin-fu stated on the 20th that establishing a management committee requires consensus-building among residents, convening meetings of divided owners, and completing filing procedures with the competent authority—processes involving numerous legal regulations and administrative tasks unfamiliar to many first-time communities. To address this, the city government has commissioned professional teams to provide free on-site guidance and consultation services, helping communities understand regulations and navigate procedures, thereby lowering the barriers to forming management organizations.

The Construction Bureau noted that the professional teams will conduct on-site community briefings and interviews to help residents understand relevant regulations such as the Apartment Building Management Regulations and the Kaohsiung City Apartment Building Guidance and Management Self-Government Regulations. They will also assist with management organization establishment procedures, methods for convening divided ownership meetings, templates for filing documents, drafting community bylaws, and guiding the completion of management organization registration with local district offices.

Furthermore, the city continues its subsidy program for establishing management organizations in existing apartment buildings. Buildings that obtained building permits before June 28, 1995 (the enforcement date of the Apartment Building Management Regulations), are six stories or higher, and complete their first-time management organization registration between January 1, 2025, and November 30, 2026—and submit applications by November 30, 2026—are eligible to apply for subsidies, with a maximum amount of NT$70,000.

The Construction Bureau emphasized that establishing a management organization not only aids in maintaining public facilities, managing community environments, and promoting resident self-governance but also helps reduce disputes and improve overall living quality and safety. It also reminded the public that many of the city’s apartment building subsidy programs prioritize communities that have completed management organization registration.

The Bureau urges communities interested in applying for free home visit guidance to contact the 'Taiwan Property Management Association,' commissioned by the Building Management Division. By leveraging professional support, communities can smoothly establish management committees, utilize government resources effectively, and jointly build well-managed, safe, and livable communities.
