Although the central government's 2026 universal $10,000 payout remains under deliberation, local governments across Taiwan are rolling out regional economic relief programs. Today (20th), at noon, Changhua County's Huatan Township became the first to distribute a $6,000 cash stimulus payment. Eligible residents can collect the funds according to the announced schedule, with applications accepted until November 30.

Additionally, multiple townships across Taiwan are introducing cash subsidies, with some offering up to $10,000 per person.

The Huatan Township Council recently passed the "Autonomous Ordinance for Livelihood Stabilization and Economic Revitalization Funds," which provides stimulus payments without wealth screening or age restrictions. Anyone registered as a resident of Huatan Township by March 1, 2026 (inclusive), is eligible to receive $6,000 in cash. The township office estimates around 42,000 people qualify, including registered residents and foreign spouses who have obtained Republic of China identification cards.

Even if individuals move out of Huatan or pass away after March 1, they retain eligibility as long as their household registration remains in Huatan as of the registry compilation date on April 28, 2026.

### Two-Phase Distribution: Collection to be Completed by End of November

The township office announced that disbursement will occur in two phases, with a total collection period of approximately four months.

- **Phase 1**: July 20 to August 14. Residents must visit designated collection points—such as village community centers or temples—on the date and time specified on their notification slip. Distribution hours are from 12:00 PM to 4:00 PM daily. If typhoons cause work or school suspensions, the schedule will be postponed accordingly. - **Phase 2**: Make-up collection from August 19 to November 30. Those who missed Phase 1 can visit the Huatan Township Office every Wednesday from 9:00 AM to 4:00 PM. Unclaimed funds after the deadline will be forfeited.

### Required Documents for Personal or Proxy Collection

The township office advises residents to prepare the necessary documents based on their status to expedite the process.

- **Personal collection**: Notification slip, ID card, and personal seal. - **Minors**: Legal guardian must present their own ID, seal, and the minor’s ID or household register. - **Family proxy collection**: Proxy must bring their ID, seal, a power of attorney, and the applicant’s identification. - **Deceased eligible recipient**: An appointed heir representative must collect, submitting a joint authorization and affidavit, the deceased’s household transcript, and the representative’s ID.

### Additional Local Subsidies Available – Up to $10,000

Beyond Huatan, several other townships have launched local stimulus or subsidy programs:

- Hengshan Township, Hsinchu County: $5,000 disbursement; make-up collection available until July 21. - Sihu Township, Miaoli County: $5,000 make-up collection ended on July 17. - Sanwan Township, Miaoli County: $5,000 to be distributed gradually in July and August. - Guanxi Township, Hsinchu County: $5,000 per resident, with an additional $2,000 for low-income households; disbursement expected to begin in August. - Guangfu Township, Hualien County: Post-disaster revitalization fund, up to $10,000 per person; applications open until August 10. - Xiyu Township, Penghu County: $10,000 disbursement; make-up collection until July 31, with special weekend service on July 25 and 26 to accommodate applicants.
