To align with central government community development policies and improve local subsidy systems, the Nantou County Government has revised the 'Nantou County Community Production and Construction Fund Establishment Guidelines,' effective immediately. This revision not only adjusts to regulatory changes by the Ministry of Health and Welfare and the county's organizational restructuring but also introduces a new mechanism requiring communities to secure matching funds and undergo preliminary review by their local township (town, city) offices before applying for fund subsidies. This institutional enhancement aims to strengthen community self-governance, resource integration, and sustainable development capabilities.

The County's Department of Social and Labor Affairs stated that the Ministry of Health and Welfare abolished the 'Community Development Work Guidelines' on July 1, 114, and simultaneously issued the new 'Community Development Work Points' as the national standard for community development. In response, Nantou County has revised its relevant legal basis and wording to ensure local systems align with central policy, establishing a more comprehensive legal foundation for community development.

The most significant feature of this revision is the introduction of a community matching fund system. Going forward, when community development associations apply for subsidies from the Community Production and Construction Fund, they must first complete the fundraising of matching funds, followed by a preliminary review conducted by the local township (town, city) office. Only applications that meet the criteria will be forwarded to the county government for final review. Through this 'self-reliance first, subsidy second' design, the county encourages communities to integrate local resources and build resident consensus, reducing over-reliance on government subsidies and enhancing both fund utilization efficiency and community self-governance.

The Department of Social and Labor Affairs emphasized that township offices are key partners in promoting community development. The addition of the preliminary review mechanism enables township offices to play a more active role in community guidance, administrative support, and quality control, assisting communities in preparing necessary documentation before subsidy applications, thereby improving application quality and administrative efficiency.

In recent years, the Nantou County Government has continuously promoted various policies, including community-based welfare, Small Flagship and Joint Community Programs, Community Empowerment and Incubation Centers, Community Evaluation, and incorporation of community associations. These initiatives encourage community self-management, cross-domain collaboration, and resource sharing, gradually building a community development environment characterized by 'autonomy, vitality, happiness, and sustainability.' This revision of the fund guidelines marks a significant milestone in realizing community autonomy.
