Recently, a viral online post titled 'New Information on Elderly Card Replacement' has caused concern among seniors about whether they need to replace their cards immediately. In response, New Taipei City's Social Bureau issued an urgent clarification on the 22nd, stating that parts of the online information are inaccurate. The second-generation Elderly Love Card is still in the planning and development phase, and the replacement program is officially scheduled to begin in Minguo Year 116 (2027). The bureau urges the public not to believe online rumors and to wait patiently for official announcements.

Online Claim: 'Full Upgrade to Second-Gen Elderly Cards' – Social Bureau Reveals Rollout Timeline

The New Taipei City Social Bureau stated that over 1 million Elderly and Love Cards have already been issued across the city. Since the replacement process involves system integration with EasyCard Corporation and administrative procedures, it cannot be completed all at once and is still in the planning stage.

According to preliminary plans, the second-generation Elderly Love Cards will begin rollout in Minguo Year 116 (2027), with full replacement expected to be completed within two years. Until the official rollout begins, current first-generation cards will remain fully functional, and all existing benefits and rights will be unaffected.

Regarding the recent online 'new information on card replacement,' the Social Bureau pointed out that some content does not align with actual plans—neither the timeline nor related measures have been implemented. The bureau stated that multiple application channels will be planned in the future to make card replacement convenient for seniors, but specific details have yet to be announced. The public is currently not required to take any early action or follow unverified online messages. Official announcements from the Social Bureau should be the sole reference.

Shopping Points to Launch in Second Half of Year 116 – Available on First-Gen Cards Too

The Social Bureau also clarified that the 300 monthly shopping points included in the 600-point Elderly Love Card benefit will not begin in early Year 116, but are instead scheduled to officially launch in the second half of Year 116.

Moreover, both first-generation and second-generation cards will be eligible for this new benefit, so users do not need to worry about losing benefits due to not having upgraded yet.

Free Replacement – Only 100 NTD Fee for Lost or Damaged Cards

Regarding public concerns about costs, the Social Bureau explained that normal replacement of first-gen cards with second-gen cards will be completely free, with no manufacturing fees charged to cardholders.

However, if a card is lost or damaged and a replacement is requested, a 100 NTD manufacturing fee will still apply as per regulations. Additionally, if the old card contains self-funded electronic wallet balances, EasyCard Corporation will assist in transferring the remaining balance to the new card, ensuring no personal funds are lost. The Social Bureau reiterated that the second-generation Elderly Love Card replacement program has not yet begun, and the full schedule and application methods will be officially announced later. The public is advised to verify any unconfirmed online messages through official channels to avoid misinformation.
