The Kaohsiung City Government Labor Bureau held the 2025 Outstanding Labor-Management Dispute Mediator and Outstanding Civil Organization Recognition Ceremony on the 23rd, with Bureau Director Jiang Jian-Xing presenting awards to top mediators: Lin Jin-Yuan (1st place), Hsu Ying-Chang (2nd place), and Jiang Hong-Rong (3rd place), as well as the outstanding civil organization 'New Kaohsiung Labor-Management Rights Association.' These individuals and organizations were recognized for their long-term dedication to resolving labor disputes and fostering harmonious labor-management relations.

According to the Labor Bureau, Lin Jin-Yuan, the first-place awardee, demonstrated exceptional effectiveness, successfully resolving numerous disputes through extensive practical experience and actively mentoring new mediation professionals. Hsu Ying-Chang, ranked second, is known for his patient listening and empathy toward both labor and management, skillfully identifying balanced solutions that enhance mediation success rates. Jiang Hong-Rong, in third place, excels in using humor and communication techniques to create a rational dialogue environment, helping both parties identify common interests and achieve win-win outcomes.

Last year, the Labor Bureau received over 3,900 labor dispute mediation cases, achieving a mediation success rate of 70%. Approximately 65% of these cases were handled with assistance from civil organizations, underscoring their critical role as partners in labor dispute resolution.

Director Jiang emphasized that as labor models become increasingly diverse, disputes have grown more complex. To address this, the bureau continues to conduct professional mediator training programs, inviting experts and scholars to lecture on laws such as the Gender Equality in Employment Act, Sexual Harassment Prevention Act, Labor Events Act, Occupational Injury Compensation, and the Labor Standards Act. These programs incorporate practical case analyses to strengthen mediators' legal knowledge and dispute resolution capabilities, thereby improving the quality of labor dispute handling.

Jiang expressed gratitude to all mediators and civil organizations for their sustained commitment, stating that the recognition ceremony aims to encourage more professionals to join mediation services. He urged continuous improvement in legal and practical expertise to effectively resolve disputes and jointly build a stable, harmonious labor environment.
