Individuals concerned about their rights should take time to check their bank accounts. The Labor Insurance Bureau under the Ministry of Labor disbursed two payments today (24th): the 'National Pension Insurance Basic Old-Age Pension' and the 'Indigenous People's Allowance.' Eligible applicants will receive up to NT$4,049 in cash assistance per month.
To prevent confusion, the Pingzhen District Office in Taoyuan City provided a detailed explanation of the three types of old-age benefits under the National Pension system. These three benefits have distinct eligibility criteria and cannot be received simultaneously by law:
- Old-Age Pension Benefit: For individuals who were under 65 years old when the National Pension system was launched (October 1, 2008) and have previously paid National Insurance premiums. Applicants become eligible upon turning 65. - Basic Old-Age Pension: Designed for seniors who were already 65 or older on the launch date of the National Pension system (born before October 1, 1943). This is a social welfare allowance with no premium contribution requirement. - Indigenous People's Allowance: A welfare subsidy specifically for indigenous individuals aged between 55 and 64.
What Are the Restrictions for Receiving the Basic Old-Age Pension? Which Six Provisions Disqualify Applicants?
To qualify for the 'Basic Old-Age Pension,' applicants must not only meet the age requirement (born before October 1, 1943) but also have resided in Taiwan for at least 183 days per year over the past three years. Additionally, applicants must not violate any of the six disqualifying provisions outlined in Article 31 of the National Pension Act:
1. Receiving full government-funded institutional care or placement. 2. Receiving military, civil servant, or teacher retirement pensions, lump-sum retirement benefits, or monthly pensions. 3. Already receiving other types of social welfare allowances. 4. Annual total income exceeding NT$500,000. 5. Total assessed value of land and property exceeding NT$5 million. 6. Incarceration, detention, or legal custody.
Regarding the 'Indigenous People's Allowance,' the monthly payment is also up to NT$4,049. When recipients turn 65, they will automatically transition to the National Pension Old-Age Pension. This allowance also includes strict asset and income tests: active military personnel, civil servants, teachers, recipients of other social welfare benefits, or individuals with annual income over NT$500,000 or real estate valued over NT$5 million are ineligible.
What Other Subsidies Will Be Deposited Before the End of July?
According to the Labor Insurance Bureau's disbursement schedule, 11 additional social insurance subsidies and allowances will be paid out by the end of July:
- July 30 (Thursday): Labor Insurance Pension, Disaster Insurance Pension, Disaster Insurance Disability Care Subsidy, Labor Retirement Monthly Pension (first-time cases), and the National Pension Insurance Maternity Benefit (NT$100,000). - July 31 (Friday): Salary subsidies for prenatal checkup leave and partner陪产检/陪产 leave, National Insurance Disability Pension (with Labor Insurance seniority included), National Pension Old-Age Pension, National Pension Funeral Benefit, National Pension Survivor Pension, and National Pension Disability (Basic Guarantee) Pension.
