Pronounced 'Five Zero Japan,' '00000JAPAN' is a unified public Wi-Fi network name provided for temporary public use during large-scale disasters or major communication outages in Japan.
This system originated from the 2011 Great East Japan Earthquake. At that time, mobile communications in affected areas were severely congested, making it difficult for people to confirm the safety of loved ones or obtain real-time evacuation information. In response, Japanese authorities established guidelines in 2014 for the free public opening of Wi-Fi during disasters, standardizing the use of '00000JAPAN' as the SSID. It was first widely deployed during the 2016 Kumamoto earthquakes.
The five leading '0's are designed to make the network appear near the top of most smartphone Wi-Fi lists, helping disaster victims locate and connect to it quickly.
