To enhance grassroots community governance and prepare for the care demands of a super-aging society, the Nantou County Government’s Department of Social and Labor officially launched the 'Fifth Community Director Training Program' on July 30, spanning five sessions. The training has drawn enthusiastic participation from 57 current community directors and reserve cadres across 47 communities in the county, aiming to strengthen the professional capacity of community organizations through practical instruction by distinguished experts from academia, government, and industry, and to realize the vision of 'welfare in the community' in residents’ daily lives.

The Nantou County Government emphasized that community directors are the most crucial drivers in advancing grassroots social welfare and building resident consensus. This program is implemented by the Nantou County Community Capacity Building and Incubation Center, with funding support from the Ministry of Health and Welfare’s 2026 Public Lottery Beneficiary Fund. The 28-session curriculum balances theory and practice, covering strategic planning for community organizations, evaluation criteria, and the introduction of cloud-based management systems. It also guides participants in using design thinking to develop community initiatives, learning consensus-based decision-making methods, and deeply exploring practical topics such as how all-age care can be realized within communities, inventorying public and private resources, and proposal-writing techniques.

To ensure high-quality training, the program has specially invited renowned experts from academia and practice, including Associate Professor Hsieh Ju-Hsien from Chaoyang University of Technology, Associate Professor Liang Kai-Lin from National Chi Nan University, Professor Wang Hsiu-Yen from Providence University, Adjunct Professor Huang Sung-Lin from Asia University, and Honorary Director Chang Shu-Hui from the Taiwan Care Management Association. Additionally, the People’s Organizations Section of the Social and Labor Bureau and Puli’s Zhujaishan Community will openly share their practical experiences in system application and local governance. Training venues span the County Children and Women’s Center, the International Conference Hall in the County Government Building, and include a special field visit and hands-on session at Zhujaishan Community in Puli Township, fostering experience exchange.

Director Lin Chih-Chung of the Department of Social and Labor expressed high appreciation for grassroots cadres who continue their education despite busy schedules, praising their passion and sense of responsibility toward community affairs. He encouraged all participants to flexibly apply their learning back in their communities to respond to social changes and local needs. The county government will continue to implement phased, practice-oriented professional training to achieve its policy goals of 'professionalizing community governance and sustaining services,' comprehensively strengthening grassroots social forces and working with residents to realize a shared vision of an inclusive, all-age-friendly society.
