On the 30th, Taiwan's Ministry of the Interior held a press conference announcing its petition to dissolve the Chinese Unification Promotion Party (CUPP) on constitutional grounds. Minister of the Interior Liu Shih-fang stated that multiple core members of the CUPP have been implicated in violations of the National Security Act, and after completing the collection of relevant evidence, the ministry will formally petition the Constitutional Court for the party's dissolution in early August.
In response, CUPP Chairman Chang An-lo said he should have brought protest banners to the Ministry's press conference. While accepting the situation calmly, he also revealed that he is gathering evidence to file a dissolution petition against the Democratic Progressive Party (DPP) using the same standards.
Under what circumstances can a political party be dissolved?
The Ministry explained that Article 5 of the Additional Articles of the Constitution of the Republic of China explicitly states that no political party may have goals or engage in actions that threaten the existence of the Republic of China or its free democratic constitutional order. Violations are deemed unconstitutional. According to Article 26 of the Political Parties Act, the Ministry of the Interior, as the supervisory authority, must submit relevant evidence to the Judicial Yuan's Constitutional Court to petition for the dissolution of an unconstitutional party.
The Ministry stated that the Party Affairs Review Committee approved the dissolution case against the Chinese Unification Promotion Party on January 2, 2025, and instructed further comprehensive evidence collection. After reviewing the gathered evidence, the Ministry concluded that the CUPP's purposes and actions have endangered the existence of the Republic of China and its free democratic constitutional order.
Chang An-lo responded by stating that if the DPP claims the CUPP has criminal members, his side has already compiled a list of DPP members with criminal records and submitted it to the Ministry. He argued that CUPP members come from all walks of society and that the proportion of criminal members is no higher than that of the general population. In contrast, he claimed the DPP's rate is even worse. Moreover, he emphasized that the DPP gained public trust to obtain power, making its crimes more despicable and unforgivable.
Chang An-lo announced plans to initiate legal action and collect evidence to petition for the DPP's dissolution. His primary reason is that the DPP, having gained the people's trust and seized power, committed serious crimes that cannot be forgiven. Secondly, he accused the DPP of pushing Taiwan to the brink of war and recklessly endangering lives. He stressed that the government should protect the lives and property of Taiwan's people, not push them onto the battlefield, and therefore the DPP should be dissolved.
