The Hsinchu City Government is introducing new benefits for the elderly and people with disabilities! Mayor Ko Hung-an of Hsinchu City announced that starting from October 2026, the total points for the Hsinchu City Elderly Card and Love Card will be increased to 1200 points per month, and the usage limit for agricultural associations and pharmacies will be raised to 300 points. Additionally, from October 16th, elderly individuals and people with disabilities holding these cards will be able to use the social welfare points on their cards to rent YouBike 2.0E (electric assist bicycles) within Hsinchu City (excluding the Hsinchu Science Park). This initiative not only provides a more convenient and safe multi-modal transportation option but also promotes physical health and low-carbon sustainable living.

2026 Hsinchu Elderly Card and Love Card Benefits Upgraded! From October 16th, Points Can Be Used to Ride YouBike 2.0E Electric Assist Bicycles

The Hsinchu City Government has been continuously expanding the services of the Elderly Card and Love Card. Statistics show that the number of Elderly Card holders in Hsinchu City has reached 69,684, accounting for 91% of the city's population aged 65 and above. By the end of June 2026 (115th year), the cumulative service has exceeded 1.33 million times.

Notably, the usage rate of social welfare points has increased significantly from 8% in 2023 to over 40% in 2025, indicating that the relevant policies are in line with the actual needs of citizens.

The service network of Hsinchu City's Elderly Card and Love Card has been continuously expanding since 2023. Past optimization highlights include expanding the usage scope to agricultural associations, pharmacies, Taiwan Railways, national sports center venues, and national expressways. The application scope has also been expanded to include indigenous elders aged 55 and above, and the upper limit of single-trip subsidies for Taiwan Railways has been increased.

In line with the current riding discounts! From April 1st of this year, the first 30 minutes of general YouBike 2.0 are free, and the first 30 minutes of YouBike 2.0E (electric assist bicycles) are half-price. Considering the advantages of electric assist bicycles in terms of ease of riding and high safety, the city government decided to officially open the use of Hsinchu City's Elderly Card and Love Card social welfare points to rent YouBike 2.0E within Hsinchu City (excluding the Hsinchu Science Park) starting from October 16th, encouraging the elderly and people with disabilities to make more use of green public transportation tools.

2026 Hsinchu City Elderly Card Subsidy Recipients Elders aged 65 and above (indigenous elders aged 55 and above) who are registered and actually reside in Hsinchu City, or foreign permanent residents with a residence address in the city, are eligible for a monthly subsidy of 800 points (1 point equals 1 yuan). If the 800 points for the month are not used up, they cannot be carried over to the next month.

2026 Hsinchu City Elderly Card Application To apply for the Elderly Card, please prepare the following documents and submit them to the district offices of the city from May 4th, 2026, in the month of your 65th birthday (indigenous elders aged 55 and above). 1. Original National ID card (or Alien Permanent Resident Certificate). 2. One recent 2-inch photo taken within the past year. 3. Seal. 4. If applying through an agent, in addition to the above documents, a power of attorney and the agent's identification documents must be submitted. 5. Indigenous elders aged 55 and above but under 65 must submit a copy of the household registration or a copy of the household registration transcript.

2026 Hsinchu City Elderly Card Services 1. City Buses: Full subsidy for bus fares for 8 bus companies including Hsinchu Bus, Miaoli Bus, Zhongli Bus, Kuo-Kuang Bus, Jinpai Bus, Tech Star, Yi-Jie Kiji, and Jie-Cheng Bus. 2. Swimming Pools: Use at Xiangshan Swimming Pool and Nanliao Warm Water Swimming Pool; each use is subsidized by 40 points. 3. National Sports Centers: Use at Xinkeng National Sports Center, Zhugang National Sports Center, and Xiangshan Comprehensive Leisure Sports Gymnasium; swimming pools are subsidized by 50 points per use, gyms by 25 points per hour; renting basketball courts, badminton courts, table tennis rooms, and volleyball courts is subsidized by 100 points per hour. 4. Taxis: Can take taxis from Taiwan Big Fleet, Metropolitan Good Fleet, Hongshuai Satellite Fleet, First Zhonghua Fleet, and Dafen Mountain Satellite Fleet, which can be identified by the Elderly Love Taxi Fleet stickers on the vehicles; each ride is subsidized by 100 points. 5. Taiwan Railways: Can board at any train station in Hsinchu City or Hsinchu County; each single trip is subsidized up to 800 points. 6. What should family members do to cancel the card if the Elderly or Love Card holder has passed away? According to the Dong District Office of Hsinchu City, if the total amount of the deceased's stored-value card and EasyCard account balance (hereinafter referred to as the total financial inheritance amount) does not exceed NT$30,000 (inclusive), please download the 'EasyCard Company Financial Inheritance Waiver' from the EasyCard Company's official website and fill it out. If the total financial inheritance amount exceeds NT$30,000, please download the 'EasyCard Company Financial Inheritance Declaration' and fill it out.
