Kaohsiung Councilor Huang Po-Lin has long been committed to public welfare and continues to advance the 'Smart Light of Wisdom' project. Through donating computer equipment, establishing information classrooms, and promoting digital education, the initiative supports talent development in rural African schools and refugee communities. Currently, the project collaborates with 76 schools and institutions, with plans to exceed 100 by the end of the year, aiming to illuminate the future for more children and families through education.
As the Smart Light of Wisdom team travels across Africa, they increasingly recognize the importance of digital education. Today, computers are no longer just tools for word processing—they are essential for students to search for information, engage in self-directed learning, complete research reports, and prepare for exams. During school visits, the team observed teachers assigning students to gather online materials, organize notes, and conduct group discussions, indicating that digital learning is becoming an integral part of classroom instruction.
Huang Po-Lin noted that while many still perceive Africa as lacking basic infrastructure, the continent's telecommunications industry has developed rapidly in recent years, with significant improvements in network quality and stability. For example, one partner school pays only about NT$500 per month for a stable, unlimited 10Mbps fiber-optic connection—enabling students to access global knowledge and pursue independent learning.
However, while network infrastructure is spreading quickly, computer equipment remains an extremely valuable educational resource for most schools. Huang emphasized that whenever the team completes an installation, principals and teachers repeatedly express gratitude, stating that IT equipment not only enhances teaching quality but also opens doors to the world for students.
Beyond school-based education, the Smart Light of Wisdom team recently visited a refugee center housing over 100,000 displaced individuals. Residents, having lost their homes and land due to conflict, rely on casual labor for survival. In addition to providing computers, the team collaborates with existing vocational training programs—such as poultry and fish farming—at the center to help refugees acquire basic digital skills and practical knowledge, aiming to increase future employment and entrepreneurship opportunities and rebuild their livelihoods.
Huang explained that the Smart Light of Wisdom project operates through partnerships with local NGOs: equipment is sourced from Taiwan, while local partners handle teaching and ongoing management, creating a sustainable operational model. To accommodate refugees with limited transportation access, the training center also provides accommodation, allowing more people to complete courses safely.
He shared that over the years, the team has witnessed many stories of education transforming lives. Schools that consistently offer computer courses show clear improvements in students' learning abilities, confidence, and digital literacy. If a partner school temporarily suspends classes, local partners immediately follow up, provide support, restore teaching, or reassign equipment—ensuring every 'Smart Light' computer continues to deliver maximum impact.
Huang stated that the 'Smart Light of Wisdom' project has steadily progressed, reaching 76 partner schools this year, with a goal of 100 by year-end. He expressed gratitude to all sectors of Taiwanese society for their long-term support, enabling more African children and refugees to change their destinies through digital education. He emphasized that education is the most powerful investment for transforming lives and pledged to continue mobilizing resources to deliver Taiwan's love and hope to every corner of Africa in need.
In addition to his long-standing commitment to international educational philanthropy, Huang has for decades consistently provided tea service at Kaohsiung's Chaishan, embodying the principle of 'giving back to society what one receives.'
