Regarding the retroactive payment of pension arrears due to the suspension of pension cuts for civil servants and public educators, recently retired public educators have reported receiving arrears payments up to July. The Executive Yuan responded yesterday (1st), stating that since the Ministry of Civil Service has issued determination notices for civil servants under the new law, the Executive Yuan respects the authority of the Examination Yuan and the responsibilities of each disbursement agency. For education personnel, the process will proceed in parallel with civil servants.

After the bills were promulgated and took effect, the Executive Yuan, Examination Yuan, and the DPP legislative caucus jointly filed constitutional review petitions. Executive Yuan spokesperson Lee Hui-chih explained that the previous pension reform was ruled constitutional by the Grand Justices in 2019. This amendment indeed increases government fiscal expenditure, so both the Executive Yuan and Examination Yuan have filed constitutional review petitions, hoping the Constitutional Court will issue a ruling promptly. However, since the Ministry of Civil Service has already issued determination notices under the new law, the Executive Yuan respects the authority of the relevant agencies and proceeds accordingly.

Lee emphasized that the government has always valued the rights of military, civil, and educational personnel. Since 2016, the government has adjusted their compensation four times, with cumulative increases reaching 14.7%. Recent adjustment plans include:

- Starting July this year (fixed increase): Professional allowances and supervisory allowances each increased by NT$2,000.

- Starting January 1, 2027: A 4% across-the-board salary adjustment. Overall, civil servant compensation is expected to increase by 5.88% to 9.88% next year.

- Military Allowance Enhancements: Starting April 2025, five types of military allowances will be gradually increased, adding approximately NT$14.6 billion in annual funding. Volunteer soldier allowances will increase by about 30% to 50%, and combat unit allowances by 133% to 140%.

The Executive Yuan stated it will continue to follow the four principles of 'institutional soundness, legal completeness, fairness, and fiscal sustainability' to develop more reasonable compensation adjustment mechanisms and professional allowance schemes that better reflect price fluctuations.
