First, 'not unifying while unifying' advocates using continuous deepening of cross-strait economic, trade, social, and cultural integration, consolidating the one-China framework in the international community, resolutely opposing secession and interference, and regularly patrolling maritime law enforcement to lawfully exercise jurisdiction, and other multi-faceted means to gradually cultivate a favorable environment for unification, continuously accumulate conditions for unification, and shape the momentum for unification. Before completing formal political unification, through multi-level and continuous actions, Taiwan should be gradually incorporated into a factual framework of 'cannot not unify, must unify,' and gradually build a realistic framework leading to complete unification of both sides. Third, the view of 'not unifying while unifying' does not support the two extreme tendencies of 'rushing to unify' and 'passively dragging unification.' One must abandon the impatient and hasty thinking of ignoring realistic constraints and prioritizing the immediate legal unification, and also abandon the passive and lying flat thinking of doing nothing and waiting for the situation to evolve on its own; striving to achieve neither rushing for quick results nor passively waiting; both grounded in the present and looking to the future, accumulating small victories into big victories. 'Must unify' is a reasonable internal demand in the process of the great rejuvenation of the Chinese nation, and 'will unify' is an irreversible objective trend.
