A financial controversy has resurfaced in the 2026 Hsinchu County magistrate election! On June 6, Wu Tzu-Chia, chairman of the Beautiful Island Electronic Report, named Zheng Chao-Fang, the current mayor of Zhubei and the DPP's candidate for the 2026 Hsinchu County magistrate election, publicly revealing a 'Zheng Yongjin 40 Million Borrowing Incident Record.' He alleged that Zheng Yongjin, the former Hsinchu County magistrate and Zheng Chao-Fang's father, borrowed NT$40 million from a friend in 2016 to fund Zheng Chao-Fang's 2018 Hsinchu County magistrate election campaign. Wu Tzu-Chia also displayed Zheng Yongjin's endorsed promissory notes, stating that the funds remain unpaid nearly eight years after the 2018 election ended. He demanded that Zheng Chao-Fang, who is now running again for county magistrate, clarify the matter to the people of Hsinchu County. Wu Tzu-Chia pointed out that in November 2016, Zheng Yongjin borrowed NT$40 million from a friend to fund Zheng Chao-Fang's campaign. On November 29 of the same year, a person surnamed Qiu withdrew NT$40 million in cash from the Far Eastern International Bank Taoyuan Daxing branch, which was then collected by Zheng Yongjin in person. Wu Tzu-Chia stated that those present at the time included Zheng Yongjin, lawyer Song Zhengyi, driver Xiao Weijun, and the person surnamed Qiu and a friend surnamed Xu who provided the funds. By the end of March 2017, Zheng Yongjin obtained the relevant checks and promissory notes and endorsed them on the back as a guarantee of repayment. Wu Tzu-Chia's disclosed documents also showed copies of three promissory notes, indicating that Zheng Yongjin's signature could be seen on the back of the notes. This is not the first time Wu Tzu-Chia has recently questioned the Zheng family's financial flows. On June 4, he named Zheng Yongjin, Zheng Chaozhong, and the Zheng father-son trio, publicly disclosing documents including Zheng Chaozhong's receipt of a NT$1 million receipt, Zheng Chao-Fang's related remittance records, and a copy of a NT$300,000 receipt signed by a lawyer on their behalf. He accused the Zheng father-son duo of past multiple financial transactions with businesses, describing it as 'taking advantage to obtain improper benefits.' Just two days later, on June 6, Wu Tzu-Chia revealed the NT$40 million borrowing incident. Wu Tzu-Chia questioned whether, if the NT$40 million was indeed raised for Zheng Chao-Fang's 2018 Hsinchu County magistrate election campaign, Zheng Chao-Fang was aware of the source of the funds? Where did the funds ultimately go? Did he directly or indirectly benefit from them? These issues should be fully explained to society. In the 2018 Hsinchu County magistrate election, Zheng Chao-Fang ran as the DPP candidate but ultimately lost with 78,170 votes. Now, nearly eight years later, Zheng Chao-Fang is running again for the 2026 Hsinchu County magistrate election. Wu Tzu-Chia believes that if the borrowed funds raised for his 2018 campaign remain unpaid, it is not just a private debt issue but also involves the credibility and integrity of a political figure. Wu Tzu-Chia demanded that the Zheng father-son duo respond directly to the questions of 'whether they borrowed the money, where the money was used, and whether it was repaid.' He also believes that since Zheng Chao-Fang is seeking the Hsinchu County magistrate position again, he has a responsibility to explain whether he was aware of or used the relevant funds during the 2018 election period.
