KMT Taoyuan councilor Chan Jiangcun recently stated, 'Today, I am formally reporting to the investigation agency and police that DPP Taoyuan mayoral candidate Huang Shijie is involved in vote-buying.' He posted a video alleging that Huang Shijie’s father, who currently serves as chairman of the Taoyuan Irrigation Research and Development Foundation, hosted banquets under the guise of a 'water supply exchange event' and distributed expensive gifts to openly support Huang Shijie’s campaign, sparking public controversy.
On the 9th, Chan Jiangcun again posted an update, revealing that the police station had just called him directly, requesting that he come in to provide relevant evidence and complete a formal statement. The police indicated they are 'taking the case of Huang Shijie’s alleged vote-buying very seriously.' Chan directly challenged Huang Shijie: 'Wait for your summons!'
During the Taoyuan City Council’s regular session on the 7th, where the mayor delivered a policy report, Chan Jiangcun presented on-site video footage questioning Huang Shijie’s conduct. He pointed out that Huang wore a vest clearly implying campaign symbolism, stood alongside his father Huang Jinde—who chairs the irrigation foundation—and was flanked by officials from the Water Resources Agency.
What troubled Chan even more was that Huang Shijie was openly addressed as 'mayor' at the event, with someone publicly urging, 'Not only should everyone cast their sacred vote for Shijie, but go home and tell your children to expand the vote. Shijie will surely be elected by a landslide.' The strong electioneering tone was evident. Chan also named Huang Huahuang, Director of the Water Resources Agency’s Taoyuan Office, questioning why he not only stood on stage supporting Huang Shijie but also led the crowd in chanting 'Huang Shijie, number one!' The event also distributed egg gift boxes worth over NT$200.
Chan Jiangcun again disclosed the police investigation progress, stating he had just received a call from the police station asking him to come in for questioning and provide evidence. He emphasized that many similar election cases in the past have led to lawsuits and invalidation of election results. He believes Huang Shijie originally intended to use the mayoral race as a warm-up, with his real goal being the next legislative election. If indicted in this vote-buying case, he may lose eligibility even for future legislative candidacy.
Chan sarcastically noted that Huang Shijie, as a recently resigned Vice Minister of the Ministry of Justice, seems to treat the law as irrelevant—no wonder Taiwan has become an 'island of scams,' he said.
