To address the insufficient parking supply around Tangyouli in Hemei Township, Changhua County Government held the groundbreaking ceremony today (10th) for the 'Underground Parking Construction Project adjacent to the Hemei Township Tangyouli Health and Welfare Building.' County Magistrate Wang Hui-mei and local representatives attended to witness the official launch of the project.
Magistrate Wang stated, 'I thank Speaker Hsieh Dian-lin and all councilors for their support. With a total budget of NT$277.6 million fully funded by county funds, the construction period is 480 days, with completion expected by December 2027. Upon completion, the facility will provide 127 car parking spaces, including 3 designated for electric vehicles, and 31 motorcycle parking spaces. This will effectively increase parking capacity in the area, improve traffic order, and enhance the overall living environment. Not only will it boost parking availability, but it will also elevate local quality of life, making it more convenient for residents to conduct official business, relax, and carry out daily activities.'
Wang explained that Tangyouli is a highly populated area. Initially planned as a single-level underground parking structure, the project was expanded to two underground levels to meet not only the parking needs of the Health and Welfare Building but also the growing demand from Tangyouli and surrounding residents. During construction, the contractor will adopt innovative modular construction methods to shorten the construction period and reduce noise, minimizing disruption to nearby residents.
To balance parking functionality with public space quality, the site's eastern side borders a day care center. The ground-level park will feature safe, smooth, and accessible pedestrian pathways connecting the park to the center's entrance, ensuring safe passage for seniors, children, and people with mobility challenges. The design will also incorporate an all-age inclusive park concept, creating a high-quality public space that supports recreation, exercise, and daily life activities.
Magistrate Wang noted that in recent years, the county government has continuously advanced parking infrastructure projects, including the completion of the Changhua City Roundhouse Parking Lot, Yanping Park Underground Parking, Yuanlin City Sanhe Park Underground Parking, Lukang Township Luojin Elementary School Underground Parking, and Fusing Township Parking Lot 8. Ongoing projects include the Nanguo Road Multi-level Parking and Nanguo Elementary School Underground Parking. Once this project is completed, the total will reach 1,493 car parking spaces and 1,548 motorcycle parking spaces, significantly enhancing Changhua County's overall parking service capacity. The county will continue advancing transportation infrastructure to build a more convenient and livable Changhua.
Councilor Lin Zong-han, speaking on behalf of the council, expressed gratitude to Magistrate Wang and her administration for addressing parking issues in Hemei's Tangyouli. 'Tangyouli has limited land area but high population density, making parking extremely difficult. With a park on the site and proximity to the day care center, the completed facility will undoubtedly provide a more convenient and friendly parking environment for the public,' he said.
Hemei Township Mayor Lin Geng-ren stated, 'Tangyouli is the second urban center of Hemei Township, and parking has long been a challenge. I sincerely thank Magistrate Wang and the county team for listening to residents' needs. With full county funding and council support, this two-level underground parking facility is being built. Coupled with the upcoming opening of the Hemei Bridge and the future construction of the Hemei Transit Station, I believe smoother traffic will attract more people and economic activity. I look forward to Hemei's continued growth and prosperity.'
