International semiconductor packaging and testing giant Siliconware Precision Industries held a groundbreaking ceremony in Douliu, Yunlin on November 11, announcing an additional investment of 100 billion NT and the creation of 2,200 jobs. Legislator Chang Chia-chun attended and noted that this expansion project has committed to prioritizing 80% of job openings for local youth, effectively addressing the long-standing issue of Yunlin youth having to work in northern or southern Taiwan.

The groundbreaking ceremony was attended by Economic Affairs Minister Kung Ming-hsin, Yunlin County Magistrate Chang Li-shan, Legislators Chang Chia-chun and Ding Hsueh-chung, Douliu Mayor Lin Sheng-jyue, and Siliconware Vice Chairman Chang Yen-chun. Chang Chia-chun pointed out that the expansion from Hualien to Douliu demonstrates the company's confidence in Yunlin's investment environment and reflects the county government's effective efforts in assisting companies with their establishment.

The total investment for this expansion is 100 billion NT, expected to create 2,200 high-quality job openings. Siliconware has also committed to hiring 80% of its workforce from local talent.

Regarding youth development, Chang Chia-chun emphasized, 'If companies are willing to invest, the local government must prepare the talent; if companies are willing to stay, the local government must create an environment where talent wants to stay.' In the past, Yunlin's youth faced the challenge of having to leave their hometowns for work. Now, with the arrival of international semiconductor companies, local youth can find high-quality jobs in their hometowns, and more people will be encouraged to return and develop their careers.

Chang Chia-chun further outlined the vision for future industrial development, advocating that Yunlin cannot rely solely on agriculture but must develop commerce and industry based on its agricultural foundation. She stated that she will promote close cooperation between vocational high schools and universities with the semiconductor industry to implement a new model of local talent cultivation and employment. At the same time, she will actively coordinate with the central and local governments to attract upstream and downstream industries such as AI, semiconductor equipment, materials, and packaging and testing, enabling Yunlin to 'leapfrog' and become an 'agricultural-industrial-commercial-tech metropolis.'

Chang Chia-chun stated that she will continue to provide comprehensive support to companies in areas such as land, infrastructure, transportation, and administrative services to realize a positive cycle where 'companies want to come, talent wants to stay, and youth want to return,' creating a new engine for Yunlin's economic development.
