Amid surging global demand for AI and high-performance computing, SPIL, a major packaging and testing subsidiary under ASE Group (3711), held the groundbreaking ceremony for its 'New Douliu Plant' today (11th) at its Yunlin Douliu site. As a global leader in semiconductor packaging and testing, following the successful launch of its first-phase Huwei plant in 2025, SPIL is now advancing the construction of its Douliu facility. The new plant is expected to introduce CoWoS advanced packaging processes, signaling not only SPIL’s expanded production footprint in central Taiwan but also the strong momentum driven by the synergistic operation of the 'Huwei and Douliu' dual-factory model. This expansion will bring more high-tech dynamism and quality employment opportunities to Yunlin, driving local industrial transformation and accelerating the development of a localized semiconductor ecosystem.

In this golden era of rapid semiconductor advancement, 'advanced packaging' has become the core enabler of future technologies. As a leader in advanced packaging, SPIL anticipated top-tier customer demands well before the AI wave emerged, securing a strategic advantage. Since the AI boom began and SPIL initiated island-wide expansion, it has continuously built new facilities in Taichung, Changhua, Yunlin, Hsinchu, and Tainan. In the past two years alone, total investment has reached approximately NT$200 billion, with over 8,000 new employees hired across Taiwan.

SPIL expressed deep gratitude to all sectors in Yunlin for their strong support, which has enabled the company to establish and grow securely in the region. Economic Minister Kung Ming-hsin stated that SPIL’s investment will further strengthen advanced packaging capabilities, improve process integration efficiency and product yield, and expand high-end packaging capacity. This not only enhances the semiconductor industry’s competitive edge but also reinforces Taiwan’s pivotal role in the global semiconductor supply chain.

SPIL Vice Chairman Chang Yen-chun said, 'SPIL is steadily deepening its roots in Yunlin, bringing world-class advanced packaging technology to the region. The Huwei plant (P1) broke ground in November 2022 and successfully launched in September 2025. The follow-up Douliu plant is expected to invest nearly NT$100 billion, developing a 6-hectare site. At full capacity, it is projected to create over 2,200 quality local jobs. When Phase 1 launches in 2028, it will initially generate 1,300 local employment opportunities. This facility will become a key engine for SPIL’s future AI advanced packaging operations and an indispensable pillar in the global AI supply chain, driving local economic development and creating a win-win scenario.'

Yunlin County Magistrate Chang Li-shan said, 'Successful investment attraction isn’t just about corporate willingness—it’s also about government accountability. Since SPIL decided to locate in Yunlin, the county government immediately established a cross-departmental task force, providing full project support through a 'single-window investment service.' From land matching and administrative coordination to building permit applications and inter-agency integration, we promptly removed investment barriers, significantly shortening the corporate investment timeline with maximum administrative efficiency.'

At the ceremony, SPIL Chief Administrative Officer Chien Kun-yi sincerely expressed gratitude: 'From the planning and successful launch of the Huwei plant to today’s smooth groundbreaking of the Douliu plant, we have had the support of Legislative Councillors Liu Chien-kuo, Chang Chia-chun, and Ting Hsueh-chung, as well as all sectors in Yunlin. The construction of SPIL’s Douliu plant, with the planned introduction of CoWoS advanced packaging processes, will bring more high-tech momentum and quality employment to Yunlin, driving local industrial upgrading and accelerating the formation of a localized semiconductor ecosystem.

With the new plant under construction, SPIL is actively recruiting top talent from all sectors and committed to offering diverse employee benefits and incentive programs.
