Local government support for residents’ livelihoods is being further expanded. In May this year, the Guanxi Township Office in Hsinchu County passed a revitalization self-governance ordinance, officially raising the originally planned cash subsidy from 3,600 NTD to 5,000 NTD per person. Additionally, low-income households will receive an extra 2,000 NTD. This new policy, with a total budget of 140 million NTD, will benefit approximately 26,000 residents across the township. Following the announcement, there has been a wave of people relocating their household registrations to Guanxi.

According to household registration office statistics, between May 22 and May 29 alone—just a few days—1,333 people filed relocation applications to Guanxi Township. The Guanxi Township Office has completed preparations for distributing the revitalization funds and will begin disbursements on August 10, continuing for three consecutive days using a district-by-district, staggered approach. Residents are urged to carefully follow the distribution schedule and regulations to ensure they do not miss out on their entitlements.

Who qualifies for these revitalization funds? Eligibility criteria for both citizens and foreign spouses have now been clarified.

Regarding eligibility, the Guanxi Township Office has clearly divided applicants into two main categories. The first category includes nationals who must have completed household registration in Guanxi Township by May 29 (inclusive) and must not have moved out or passed away by the actual disbursement date. The second category covers foreign spouses who must also hold a valid residence permit issued by May 29 (inclusive), with their registered address located within Guanxi Township.

All individuals meeting the above standards are eligible to receive 5,000 NTD in cash. Those belonging to low-income households can additionally receive a 2,000 NTD bonus subsidy per household.

To maintain order and reduce waiting times, the Guanxi Township Office plans to conduct disbursement operations daily from 9:00 AM to 3:00 PM between August 10 and August 12. Distribution sites will be set up at convenient locations including the Guanxi Township Office, neighborhood community centers, local schools, temples, and other designated venues.

For the phased schedule: Day one on August 10 will serve Dongxing, Nanxiong, Beishan, Dong’an, Xinfu, Nanshan, and Ren’an villages. Day two on August 11 will cover Dongguang, Nanxin, Dongshan, Beidou, and Shiguang villages. Day three on August 12 will conclude with Datong, Dongping, Shanglin, Xinli, Xian, Yushan, Jinshan, Jinshan, and Nanhe villages.

What documents are required for personal or proxy collection? Where should you go if you miss your scheduled date?

Residents must bring all required documentation when collecting funds. Individuals collecting in person must present the original ID card and personal seal. For minors under 14 years old, the original household register or a household transcript issued within the last seven days must be presented for verification.

If someone chooses to authorize another person—or an adult within the same household—to collect on their behalf, the proxy must be at least 18 years old and must bring the authorization letter, household register or transcript issued within seven days, and the original ID cards and seals of both the authorizer and the proxy. Incarcerated individuals or residents with special circumstances may contact the Guanxi Township Office directly for individual assistance from dedicated staff.

For residents unable to attend on their assigned village’s designated day, a makeup collection option is available. They may visit the Guanxi Township Office between August 14 and August 16, from 9:00 AM to 3:00 PM, with the necessary documents. The township office emphasizes that anyone who fails to collect by the end of the makeup period will be considered to have forfeited their right, and no further reissuance will be processed. Residents are strongly urged not to miss the final deadline.
